In the Santiago Decision, adopted at the fourth meeting of the focal points appointed by the Governments of the signatory countries to the Declaration on Principle 10 in Latin America and the Caribbean, it was agreed to request that ECLAC prepare a preliminary document on the regional instrument.
At the same time, it was agreed to invite countries and the interested public to submit input for the preliminary document by 31 December 2014. The input received can be found here.
At the first meeting of the negotiating committee of the regional agreement, held in Santiago from 5 to 7 May 2015, it was agreed that the countries would submit language proposals in relation to the preamble and articles 1 to 10 of the preliminary document by 31 August 2015. In addition, the public was invited to submit language proposals on the same provisions of the preliminary document to their governmental national focal points or to the secretariat by 31 August 2015.
