Demographic models for projections of social sector demand

It offers a set of probabilistic forecasts as a complement to the official UN scenario forecasts. The second model forecasts the population by age and educational level using data from a single census. Forecasts are presented for Chile which show dramatic changes in the educational composition of the elderly population and in the working-age population in the near future. The…

Shaping the future of social protection: access, financing and solidarity

1 Mar 2006 | Publication

Since the early 1990s, ECLAC has been advocating a new development paradigm that is better suited to a globalized world of open economies. While retaining the Commission's longstanding focus on seeking out positive synergies between economic growth and social equity as part of a productive modernization process, this paradigm also underscores the importance of enhancing competitiveness, preserving macroeconomic balances and strengthening a participatory and inclusive democratic political system. The idea at the core of this proposal is that the Lati…

Labour market trends and implications of regional integration

26 Sep 2005 | Publication

Labour markets represent the backbone of economic functioning, providing the means of survival to populations, with labour income ensuring the livelihood of workers and families alike. Labour is also an essential input into production - in many cases it is the main input, especially in service sectors which are dominant sectors in the Caribbean. As such, labour markets define economic well-being: in competitive economies labour is paid its marginal product. This implies that only productive labour prospers as higher productivity implies higher earnings, which in turn allows for higher consumpt…

Latin American South-South integration and cooperation: from a regional public goods perspective

1 Feb 2005 | Publication

The present level of intra-regional trade of Latin America and the Caribbean in relation to their total exports is still low when compared to the peak of 21.1% registered in 1997, despite its rebound in 2003 and continued recovery into 2004. While this trade holds a high potential for future growth, there are a series of problems to be addressed in order for regional integration to continue on the paths of recovery and deep integration. The countries in the region should keep working on the constraints that its regional integration process continues to suffer from the persistence of non-tariff…

International migration, capital flows and the global economy: a long run view

1 Feb 2005 | Publication

Historically, periods of increased trade and capital mobility have been also accompanied by more intense labor mobility across national borders. Conversely, in periods of global instability, stagnation, nationalism and more restrictive policies toward migration and capital mobility we observed less action in global factor markets. The first wave of globalization from around 1870 to 1913 was a period in which capital and labor were both free to move internationally. The interwar period with its economic turbulence, political disarray and rising nationalism witnessed both a movement towards redu…

Gender, pensions and social citizenship in Latin America

1 Jan 2005 | Publication

A major part of the problem of providing high-quality welfare and social protection to the members of a society lies in the issue of how to distribute the responsibility for these services within the society -a problem referred to in this paper as the care dilemma .
