Addressing high and unsustainable debt levels is a precondition for securing a livable planet for all. Countries need sufficient fiscal space and borrowing capacity to invest in development, climate and nature, particularly given the higher upfront investment needs associated with the transition to more sustainable and resilient economic models. Shifting on to more climate-compatible and nature-positive economic paths is the only way to minimize long-term risks and costs, and secure prosperity for all. Debt is an essential fiscal tool in this endeavor. But many em…

The Caribbean region remains highly vulnerable to the impacts of climate change. In order to assess the social and economic consequences of climate change for the region, the Economic Commission for Latin America and the Caribbean( ECLAC) has developed a model for this purpose. The model is referred to as the Climate Impact Assessment Model (ECLAC-CIAM) and is a tool that can simultaneously assess multiple sectoral climate impacts specific to the Caribbean as a whole and for individual countries. To achieve this goal, an Integrated Assessment Model (IAM) with a Computable General Equilibrium C…
This assessment was prepared for the Government of Jamaica following the significant
damages to social and economic infrastructure and productive sectors as a result of a period of
sustained and unusual rainfall associated with the convergence of a tropical wave over Jamaica and
an area of high pressure to the north of the island resulting in periods of heavy and sustained
rainfall over the period May 22 – June 2, 2002.
A request for technical assistance was directed to the Economic Commission for Latin
America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean, on May 31, by…
Caribbean governments can turn high fuel costs for official vehicles into huge savings on public expenditure, by switching to electric, hybrid and plug-in hybrid vehicles. This means that instead of paying close to US $3 per gallon, the fuel cost for a regular size light duty battery electric vehicle would be about 2.5 cents per mile.
These and other findings can be found in a new report from the Economic Commission for Latin America and the Caribbean (ECLAC) subregional headquarters for the Caribbean, entitled `Promoting energy efficiency in government transportation systems: A transiti…

The economic impact of climate change on root crop, fisheries and vegetable production for Trinidad and Tobago under the A2 and B2 scenarios were modeled, relative to a baseline ―no climate change‖ case, where the mean temperature and rainfall for a base period of 1980 – 2000 was assumed for the years up to 2050. Production functions were used, using ARMA specifications to correct for serial autocorrelation. For the A2 scenarios, rainfall is expected to fall by approximately 10% relative to the baseline case in the 2020s, but is expected to rise thereafter, until by the 2040s rainfall rises sl…
