In the framework of an official visit to Chile, the Jamaican Prime Minister, Andrew Holness, gave a keynote lecture today at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, in which he advocated for deepening cooperation ties between the countries of the Caribbean and Latin America.

In the current world context, the countries of the Caribbean must focus on closing the structural gaps they still have, particularly with regard to gender equality, financial and fiscal sustainability (due to their high debt level), and mitigating the effects of climate change, in order to meet the commitments adopted under the 2030 Sustainable Development Agenda and its 17 Goals (SDGs). 2017 started with the highest monthly issuance on record from Latin America and the Caribbean in the international bond market, with total issuance reaching US$ 24.2 billion in January, according to the report Capital Flows to Latin America and the Caribbean: Recent Developments, released by the Washington Office of the Economic Commission for Latin America and the Caribbean (ECLAC). This paper analyses the coordination between monetary and fiscal policy in an emerging economy with an inflation-targeting monetary regime, in a context in which default risk shocks can lead to macroeconomic imbalances. It develops a macrodynamic model in order to capture the mechanisms of default risk transmission and its effects on the definition of reaction functions for the monetary and fiscal authorities. The Association of Caribbean States (ACS) fully supported the debt relief initiative presented by the Economic Commission for Latin America and the Caribbean (ECLAC) which, among other measures, proposes the creation of a resilience fund as part of a strategy based on a swap proposal for climate change adaptation.
The VII summit of the ACS, which concluded on Saturday, June 4 in Cuba, was attended by Heads of State and Government and high-level governmental representatives from the association’s 25 member countries, who approved by consensus the 44 points of the Havana Declaration.
