The economies of the subregion were hard hit by the COVID-19 pandemic, particularly those dependent on tourism. As a result, the Caribbean has seen a reversal of the hard-won gains achieved in growing their economies and reducing unemployment and inequality. The inflation stemming from pandemic supply chain disruption, which has been exacerbated by the war in Ukraine, has made the sustained uptick in economic performance beyond pre-pandemic levels unlikely, notwithstanding strong growth estimates for 2021 and 2022. The last two years have taught the region that continued ‘business as usual’ is…
Over the past two decades, Chile has successfully developed its wine industry, being the world’s fourth largest exporter in 2015 with mostly medium-quality wines. In addition to well known key factors such as climate and soil conditions, (foreign direct) investment in firms, imports of specialized capital equipment and highly skilled human resources, this paper explores the role of 38 (knowledge intensive) services in five different segments of the wine value chain. On the basis of answers by 29 wine firms regarding services activities on a survey carried out for this study, firms indicate the…
Food safety and agricultural health standards have become a mayor challenge for food exports from developing countries in the past few years (Jaffe & Henson, 2005; OECD, 2003; Josling, Roberts & Orden, 2004; Maskus & Wilson, 2001). As tariff rates were negotiated down in the context of the World Trade Organization (WTO) and in regional and bilateral trade agreements, international trade in agro-food products increased substantially and so did concerns over food safety and agricultural health in food importing countries. Several countries, including the U.S, started to pay closer at…
Based on the proposed lines of action from the 2016 regional summit in Honduras, and as requested by the finance minister of said country, in coordination with Secretary of Finance (SEFIN) General Directorate for Public Investment and the Mexico Subregional Headquarters of ECLAC, this course was held as a means to increase the robustness of projects, the resilience of both institutions and possibly affected populations, and to improve the environmental impact assessment that guarantees their sustainability, it also went over the application and use of international funding available to develop…
There is an increasing acknowledgement of the key role of services for technological upgrading and increasing value added in manufacturing and primary goods value chains. Over the past two decades, Central American countries have experienced significant export growth. Yet exports have not been an engine of sustained economic growth and employment generation. Agro-industry exports, in particular, frequently incorporate only scant domestic value, with limited or no industrial transformation at all. This paper aims at studying the role of professional and supporting services in increasing domesti…
This paper stems from the debate on food security that has been under way since the World Food Summit of 1996.
It discusses the viability of a type of programmatic proposal deriving from the Rome Declaration and Plan of Action
signed by the Governments of 148 countries, and it suggests that the implementation of the Plan of Action requires
the establishment of a structural link between the population affected by food insecurity -usually unable to make its
views known or exert pressure- and the various authorities responsible for initiating public action. The central
hypothesis of this paper is…
Since its initiation on January 1, 1994, the agriculture section of the North American Free Trade Agreement (NAFTA) has been controversial, which has led to several trade disputes, suggestions for modification and strengthening, and even Presidential initiatives such as the Security and Prosperity Partnership of North America (SPP). While NAFTA has done much to spur economic growth and development, it has not realized its potential in integrating agrifood markets. Several illustrations are summarized in this report on progress in overcoming sanitary and phytosanitary (SPS) barriers to trade un…
This study examines current trends in tourism and agriculture in Caribbean countries and the strategy for linking them in order to facilitate their future development. The tourism industry has, in the past, developed largely apart from other sectors such as agriculture. On the other hand, agriculture has developed mainly to satisfy export markets. Domestic agriculture has had limited development and has therefore been displaced to a considerable extent by food imports. The recent promotion of agriculture tourism linkages is an attempt to enhance the local value added of the tourism industry, w…
The following is an extension of research in the Division of Sustainable Development and Human Settlements on sustainable development and policy in Latin America and the Caribbean. The syndrome approach to global environmental change proposed by the German Advisory Council on Global Change was previously adapted for the examination of sustainable development in the region, and a potential regional syndrome of agriculturalization in the Argentinean Pampas was proposed and explored by regional experts from an array of disciplines. The syndrome approach is meant to facilitate a transdisciplinary …

Introduction
At the twentieth meeting of the Standing Committee of Ministers Responsible for Agriculture under the heading 'Technology Generation, Validation and Transfer', the discussions centered around the formation of yet another institution Â- PROCICARIBE - to 'integrate and coordinate all the
agricultural research and development organizations throughout the Caribbean involved in technology development, export market development and the garnering of funds in support thereof.' It is interesting to note that the above in total or parts were already the mandate of the Ca…
Caribbean economies have been disrupted by the pandemic and the fallout from the war in Ukraine. Therefore, in the short to medium-term, there is need for policies to deal with post-pandemic recovery, including strengthened health and safety protocols, social protection measures and managed economic reopening to stimulate growth and employment.…

This paper analyzes the determinants of arabica green coffee prices in Latin American countries using a time series analysis and panel data methods. For this purpose, we construct a panel of different coffee prices: Coffee Organization (ICO) composite prices for Brazilian Naturals, Colombian Milds, and Other Milds; prices paid by the Federación Nacional de Cafeteros de Colombia (FNC) to coffee growers; and farm gate prices by country. The results show that the Brazilian Real to USD real exchange rate, inflation, and rain in January affect prices positively. In contrast, green coffee inventorie…
