The Economic Commission for Latin America and the Caribbean (ECLAC) will present on Wednesday, December 14 its Preliminary Overview of the Economies of Latin America and the Caribbean 2016, in which it will update its growth estimates for the region’s countries in 2016 and projections for 2017. Brazil, 1981-2013: the effects of economic growth and income inequality on poverty
This study analyses the impact of economic growth and income inequality on poverty in Brazil in the years from 1981 to 2013. A dynamic panel model was used, estimated by the twostep generalized method-of-moments system developed by Blundell-Bond (1998), in order to analyse three scenarios: the first corresponds to the entire period covered by this study (i.e. 1981-2013); the second encompasses the years from 1981 to 1994 (the period leading up to the Real Plan); and the third is the period from 1995 to 2013 (the years following the implementation of the Real Plan). En este artículo se analizan los efectos del crecimiento económico y la desigualdad de los ingresos en la pobreza del Brasil entre 1981 y 2013. Para ello se utiliza un modelo de panel dinámico, mediante el método generalizado de momentos de dos pasos desarrollado por Blundell y Bond (1998) para tres períodos. El primero, que comprende a los otros dos, va de 1981 a 2013, mientras que el segundo y el tercero corresponden a las etapas anterior y posterior a la implementación del Plan Real (1981-1994 y 1995-2013, respectivamente). The Economic Commission for Latin America and the Caribbean (ECLAC) has revised its economic growth projections for the region for 2016 and now expects an average contraction of -0.9% for Latin America and the Caribbean this year. Economic activity is expected to pick up in 2017 with average growth of 1.5%, according to a press release by the United Nations agency today. The projections for 2017 reflect expectations of more auspicious global conditions than in 2015 and 2016. Tax Evasion in Latin America Totals $340 Billion Dollars and Represents 6.7% of Regional GDP
The fiscal reforms implemented in recent years have been reflected in the moderate growth of tax collection levels in Latin American countries. Nevertheless, in most of them, the fiscal burden is still low with respect to their development levels and, as ECLAC has shown in recent reports, tax systems maintain a regressive bias because direct taxes do not generate enough fiscal income to have an important impact on redistribution.
