This document takes up a number of the points raised in the 2005 report by ECLAC and other UN agencies on the Millennium Development Goals (MDGs) in Latin America and the Caribbean. Demographic models for projections of social sector demand

Abstract This paper presents three demographic models useful for projections of social sector demand. The first model is a probabilistic national population forecast based on the collective experience of UN member states. It offers a set of probabilistic forecasts as a complement to the official UN scenario forecasts. The second model forecasts the population by age and educational level using data from a single census. Transitional fiscal costs and demographic factors in shifting from unfunded to funded pensions in Latin America

Abstract After the 1981 Chilean pension system reform, which shifted from a government run pay-as-you-go system to a private, fully funded one, many countries in Latin America have implemented or are considering reforms with an important funded component. We develop a simple model to assess the magnitude of the implicit government debt that needs to be made explicit by this policy, as well as the transitional fiscal costs that such a reform implies.
