Food safety and agricultural health standards have become a mayor challenge for food exports from developing countries in the past few years (Jaffe & Henson, 2005; OECD, 2003; Josling, Roberts & Orden, 2004; Maskus & Wilson, 2001). As tariff rates were negotiated down in the context of the World Trade Organization (WTO) and in regional and bilateral trade agreements, international trade in agro-food products increased substantially and so did concerns over food safety and agricultural health in food importing countries. Several countries, including the U.S, started to pay closer at…

The economies of the subregion were hard hit by the COVID-19 pandemic, particularly those dependent on tourism. As a result, the Caribbean has seen a reversal of the hard-won gains achieved in growing their economies and reducing unemployment and inequality. The inflation stemming from pandemic supply chain disruption, which has been exacerbated by the war in Ukraine, has made the sustained uptick in economic performance beyond pre-pandemic levels unlikely, notwithstanding strong growth estimates for 2021 and 2022. The last two years have taught the region that continued ‘business as usual’ is…
Over the past two decades, Chile has successfully developed its wine industry, being the world’s fourth largest exporter in 2015 with mostly medium-quality wines. In addition to well known key factors such as climate and soil conditions, (foreign direct) investment in firms, imports of specialized capital equipment and highly skilled human resources, this paper explores the role of 38 (knowledge intensive) services in five different segments of the wine value chain. On the basis of answers by 29 wine firms regarding services activities on a survey carried out for this study, firms indicate the…

Since its initiation on January 1, 1994, the agriculture section of the North American Free Trade Agreement (NAFTA) has been controversial, which has led to several trade disputes, suggestions for modification and strengthening, and even Presidential initiatives such as the Security and Prosperity Partnership of North America (SPP). While NAFTA has done much to spur economic growth and development, it has not realized its potential in integrating agrifood markets. Several illustrations are summarized in this report on progress in overcoming sanitary and phytosanitary (SPS) barriers to trade un…

This paper analyzes the determinants of arabica green coffee prices in Latin American countries using a time series analysis and panel data methods. For this purpose, we construct a panel of different coffee prices: Coffee Organization (ICO) composite prices for Brazilian Naturals, Colombian Milds, and Other Milds; prices paid by the Federación Nacional de Cafeteros de Colombia (FNC) to coffee growers; and farm gate prices by country. The results show that the Brazilian Real to USD real exchange rate, inflation, and rain in January affect prices positively. In contrast, green coffee inventorie…
For many countries, the acceleration of integration into the global economy and multilateral trading system provides an opportunity to access a wider range of goods and services as well as export markets, increasing their economic incomes, and improving the welfare of the citizenry. In particular, preferential trade agreements tend to increase export market access opportunities for the agro-industrial products of developing countries.
While increased market access offers many opportunities for enhancing the economic growth of exporting countries, developing countries are often unable to seize…

This study examines the options for Caribbean countries in pursuing development of their agricultural sectors given the changes taking place in the international economy. The most significant of these changes is the liberalization of the trading regimes for primary agricultural products, in particular banana, by the European Union. This has serious implications for small Caribbean countries that rely on exports of one or a few commodities and are unable to compete in free markets. However,
countries could reposition their agricultural sectors to take advantage of
export niche markets and/or g…

San José, Costa Rica, October 6, 2023 (IICA). The strengthening of regional cooperation is vital today to address the challenges and opportunities created by the confluence of crises around the world, and to be able to promote sustainable, inclusive and resilient agrifood systems in Latin America and the Caribbean (LAC).
The point is emphasized in the latest edition of The Outlook for Agriculture and Rural Development in the Americas: A Perspective on Latin America and the Caribbean 2023-2024, a report prepared by the Economic Commission for Latin America and the Caribbean (ECLAC), the Food an…

This study focuses on the link between agricultural trade openness and the sector's performance, an improvement in which could have significant impacts on poverty reduction. We emphasize Latin America, during the 1960-2005, using a recently constructed data base of agricultural support Nominal and Relative Rates of Assistance (NRA and RRA) that includes information for several developing countries, beyond the region. The principal question addressed is, does the trade regime influence sectoral growth? With the answer to this question we then make some inferences regarding the influence of…
