With this purpose in mind, the report approaches the following issues: The availability of information on ICTs in the 2000 Census Round. Characteristics of the instruments used for registering and measuring the ownership of ICT goods. The penetration of the various kinds of ICT goods. Caribbean statistical offices will be carrying out the next round of population and housing censuses between 2020 and 2022. Population censuses provide perhaps the most fundamental of all government statistics. Census data are used to inform research, policymaking, planning and service delivery as well as being necessary for the calculation of many other official statistics.
Population censuses, which collect data from every household in the country, are the largest statistical exercise carried out by governments. Previous census rounds have presented real organisational and technical challeng…
En el presente documento se expone la actualización metodológica y conceptual del documento “Recomendaciones para los censos de la década de 2010 en América Latina”, que la Comisión Económica para América Latina y el Caribe (CEPAL) publicó en 2011. Caribbean census microdata are not easily accessible to researchers. Although there are well-established and commonly used procedures technical, administrative and legal which are used to disseminate anonymized census microdata to researchers, they have not been widely used in the Caribbean. The small size of Caribbean countries makes anonymization relatively more difficult and standard methods are not always directly applicable. This study reviews commonly used methods of disseminating census microdata and considers their applicability to the Caribbean. It demonstrates the application of st…

Among Caribbean statistical offices, there is widespread awareness of the issue of statistical confidentiality which has often led to quite strong restrictions on the availability of detailed and disaggregated census tables. In North America, Europe, Australia and New Zealand, statistical offices use disclosure control methods, particularly methods involving some form of data perturbation, to safely publish detailed and disaggregated census tables. These methods are not used in the Caribbean (or Latin America) but could safely facilitate the release of much more detailed census tables than has…

For many Caribbean countries the only mechanisms in place to systematically collect information on socio-demographic, economic, environmental and other issues of national importance are the Population and Housing Census and the Country Poverty Assessment studies. Country Poverty Assessment studies, however, have limitations of sample size and therefore do not provide information on relatively rare events nor can it provide small area data. Consequently, the Population and Housing Census is often the only source of valuable information needed for planning and management, and research. The purpo…

The population and housing census is a major data source that was widely used by Caribbean countries to monitor their progress towards achieving the Millennium Development Goals (MDGs). It also provides a potentially rich source of data for monitoring the progress towards achieving the Sustainable Development Goals (SDGs). A Technical Needs Assessment Survey (TNAS) of Caribbean countries to determine their proposed plans and technical needs for the 2020 round of censuses provided a basis for assessing the viability of the census to produce data for the SDG indicators. The results of the TNAS
