This paper reviews the advantages and disadvantages of free and open source software (FOSS) in the public sector. It is based on a survey conducted in late 2004 with the informatics community of the government of Chile, which represents the key IT decision-makers in the Chilean public sector. The survey identified criteria that affect successful deployment and usage of FOSS. The balanced scorecard was used as a basic approach for identifying the strategic IT priorities and objectives of Chilean public institutions. In addition to the survey, respondents were interviewed to make out possible po…

Benchmarking and monitoring any multi-country, multi-thematic Plan of Action is a necessary but extremely difficult task. Quantifying goals set forth in a regional Action Plan related to a new and innovative subject such as information society development is even more challenging. Goals may not be objectively measured, subjects may be very recent, indicators may not have been developed and/or information may simply not exist regarding the status of, and advancements in, Information and Communication Technologies (ICTs) in Latin America and the Caribbean. It is for this reason that paragraph 28…

Food insecurity and hunger are closely associated with extreme poverty in Latin America and the Caribbean, but they should not be confused with it. A diet which is insufficient for leading a normal life and is also inadequate from a nutritional point of view affects not only those living in conditions of extreme poverty but also broader sectors and groups living in particular areas or regions of each country. Among the forms of deprivation affecting those living in a state of extreme poverty, however, the lack of access to food is the most serious problem and that which it is most urgent to er…
The Mexico-United States border region comprises one of the most dynamic and complex industrial areas in the world. The region is characterized by high population growth and increasing urbanization and industrialization, all of which is taking place in a context of rapid political and economic change (Rincón, 2000). The Mexico-located maquila in-bond industry is a key player in this development. In the 1993-98 period, the maquilas accounted for 41.5% of the average Mexican export value (Dussel, 2000), and in the 1994-2000 period its share of foreign direct investment grew from 6% to 21…
This article quantifies Brazil's loss of U.S. market share to Mexico between 1992 and 2001 as a result of the entry into force of the North American Free Trade Agreement (NAFTA);. An expanded version of the constant market share model was used to calculate gains and losses in the competitiveness of Brazilian exports to the United States, by product and by competitor, for subperiods between 1992 and 2001. The model showed Mexico to be the country to which Brazil lost the most market share in the United States between 1992 and 1996. Exchange rate variations and preferential tariff treatment…

Abstract This study identifies and discusses sociodemographic structures, processes and trends that entail risks for individuals, households and communities in the small island developing States of the Caribbean, on the basis of the analysis of the environmental, geographical, economic and institutional vulnerability of these States conducted by ECLAC in the document Equity, development and citizenship, which was presented at the twenty-eighth session of the Commission. The analysis focuses on three sociodemographic issues. First, fertility, which continues to occur early and at high rates am…
The hundredth anniversary of the birth of Raúl Prebisch
is an invaluable opportunity for us to take another look
at the ideas of this great Latin American, one of the
thinkers from the developing world who has had the
strongest influence in world economic debates. His
ideas have been the subject of heavy criticism, but much
of this has been based on distorted versions of his
thinking or of its practical application, rather than his
true intellectual work. Taking his proposals out of their
historical context has also been a frequent practice, even
by some of his own followers. It should be reme…
Prebisch arrived at ECLA for the first time in 1949, to
write a report in which he set out his views on the main
problems then facing the economic development of
Latin America (Prebisch, 1949);. As he had been hired
as an outside consultant, he did not receive the support
of other members of the institution in its preparation,
nor did he have much time at his disposal, so that the
report was a reflection of the ideas he already held prior
to joining ECLA. As the content of that work made a
great impact on academic and political circles in the
region and came to be considered one of the basic p…

Caribbean governments have been reacting to the phenomenon that is the Information Age with a variety of policy initiatives. Initially governments trained most of their efforts at facilitating the development of an informatics industry, drawn there by the promise of jobs and foreign exchange earnings. However, the motives for these policy interventions have evolved over time and as a consequence, policy has matured. This paper, which is descriptive rather than analytical, draws heavily on statements made by government decision makers. It attempts to provide an overview of some of the maj…

Abstract One year and a half after the United Nations Conference on Human Settlements (Habitat II) held in Istanbul, the present document aims to assess the progress made on the implementation of the Regional Plan of Action on Human Settlements for Latin America and the Caribbean. The region faces a disturbing upsurge in urban poverty and widening income inequality, notwithstanding the slower rate of population growth. A worsening of environmental problems such as air and water pollution, waste disposal and vehicle congestion is being experienced in urban centres, and the region still has both…

Two opposing trends are currently shaping relations between the European Union and Latin America. On the one hand, political signals in both regions are positive and point the way to closer ties in the future; on the other hand, the situation with regard to the Union's trade with Latin America has worsened appreciably, with the region's trade surplus giving way to a deficit for the first time in four decades. This trend may jeopardize the progress made thus far. If we do not act now, trade-related tensions, the reduction of development assistance and the appearance of social or envir…

This article seeks to make an orderly summary of the information on urban female labour in Latin America in the 1990s and thus make a contribution to an updated diagnosis of the female labour market to help serve in the formulation of policies for women. It looks at the past evolution of female labour, analyses the effects of the crisis of the early 1980s on this sector of labour, and reviews the changes that have taken place in it, which have undermined the validity of some myths on this subject. It also looks at some critical aspects of female labour, such as income, occupational segmentatio…

The Caribbean is home to more than 11 million youth between the ages of 15 and 29. These young people have a central role to play in achieving sustainable development in the region. The 2030 Agenda for Sustainable Development is an opportunity to galvanize action aimed at promoting greater inclusion of youth in all spheres. This roadmap recognizes in several of its goals the centrality of the full incorporation of youth as a necessary condition to move towards more egalitarian societies on a path of sustainable development. However, youth in the subregion face many challenges that need to be a…
