As a preliminary phase of action in response to the ECLAC resolution which calls for greater inclusion of the associate members in the work of the Commission (ECLAC Resolution 85 (XXV) of 25 April 2014), this study sought to accomplish three outcomes. Firstly, the study explored the common development challenges of the non-sovereign associate members (AMs) of ECLAC which served as impediments to the economic and social development of the AMs, and identified priorities which fostered and advanced their development aspirations. Secondly, in light of the recent incremental changes in the politica…

The volume of trade in digitally enabled services in Latin America and the Caribbean is determined, in part, by the complexity and heterogeneity of the regulatory environment in home and destination markets, according to firm-level surveys conducted in the region. This report analyses the regulation of digitally enabled and computer services in 13 Latin American countries using the Digital Services Trade Restrictiveness Index (DSTRI) and the Services Trade Restrictiveness Index for computer services (CSSTRI) developed by the Organisation for Economic Co-operation and Development (OECD). Transitioning towards a green economy -one that focuses on reducing
environmental risks and resource scarcities, while also improving well-being- has
been put forward as one possible path towards sustainable development. While
the potential advantages of pursuing a green development path are clear, moving
forward on the green agenda requires guaranteed support for emerging businesses
and industries. Consequently, the policy agenda will have to be tailored to these
new green business areas. This study assesses various green businesses and their
potential suitability for the small island State o…
The rapid development of information and communication technologies (ICTs), in terms of access to mobile telephony and Internet services, the incorporation of computers into everyday activities and the development of electronic services and applications, took Latin American societies and governments by surprise, as their sudden proliferation in the second half of the 1990s called for a new public policy focus when areas traditionally considered as development priorities had not yet been fully addressed. Although the countries of the region acknowledged ICTs as a means for economic and social d…
Abstract
This paper presents three demographic models useful for projections of social sector demand. The first model is a probabilistic national population forecast based on the collective experience of UN member states. It offers a set of probabilistic forecasts as a complement to the official UN scenario forecasts. The second model forecasts the population by age and educational level using data from a single census. Forecasts are presented for Chile which show dramatic changes in the educational composition of the elderly population and in the working-age population in the near future. The…
The article outlines a new agenda for reform that focuses on what Latin American countries can do given the current international regime, and identifies the failings of the earlier reform agenda: i); the reforms increased countries' exposure to risk without increasing their capacity to cope with it; ii); the macroeconomic reforms were unbalanced; iii); the reforms pushed privatization and measures for strengthening the private sector, but placed too little weight on improving the public sector. The article further argues in favour of formulating a set of economic policies that reflect a b…

There is growing recognition that expanded reliance on property taxation would facilitate the achievement of sustainable development goals, providing adequate funding of local services and access to credit for infrastructure. It would also generate more incentives for more accountable local governance.
However, this instrument has a large and unexploited revenue potential in Latin America. Ambitions and reform policies are confronted with political and administration obstacles. Also Governments tend to worry about the political costs of taxing property.
The paper suggests ways to improve the w…
