How might different regional and national regulations create barriers that hinder cross-border e-commerce and investment in digital markets? What economic and social benefits could be realized by harmonizing frameworks throughout the region? A better understanding of this scenario is a key factor i…

23 Dec 2019 | Publication

For many countries, the acceleration of integration into the global economy and multilateral trading system provides an opportunity to access a wider range of goods and services as well as export markets, increasing their economic incomes, and improving the welfare of the citizenry. In particular, preferential trade agreements tend to increase export market access opportunities for the agro-industrial products of developing countries. While increased market access offers many opportunities for enhancing the economic growth of exporting countries, developing countries are often unable to seize…

Foreign Direct Investment in Latin America and the Caribbean 2019

14 Aug 2019 | Publication

This ECLAC annual report sets out and analyses the main foreign direct investment (FDI) trends in the countries of Latin America and the Caribbean. In the region, FDI inflows were up (by 13.2%) year on year for the first time in five years, at US$ 184.287 billion. This performance is explained by higher flows into just a few countries, however, mainly Brazil and Mexico. Moreover, it does not reflect equity investment, but higher inflows in the form of intercompany loans and, to a lesser extent, reinvestment of earnings. Manufactures and services were the sectors receiving most equity, although…

Corporate governance and data protection in Latin America and the Caribbean

7 Jun 2019 | Publication

This paper describes and discusses the relation between cybersecurity and corporate governance with a special interest on data protection in Latin America and the Caribbean. The motivation for the work resides in the growing role that data protection and privacy laws and regulations in developed countries reserve for corporate governance. These laws increasingly assign responsibilities to boards of directors and management with the expectation to incentivize firms to take data protection seriously in the face of cybersecurity and privacy risks. The paper presents these new rules and explores t…

The long-run effects of portfolio capital inflow booms in developing countries: permanent structural hangovers after short-term financial euphoria

6 Dec 2018 | Publication

Most of the literature about the effects of portfolio capital inflows to developing countries focuses on how macroeconomic stability is affected. Very little has been said on the long-run consequences that temporary booms in portfolio capital flows may bear by affecting the productive structure, particularly manufacturing development, of developing countries. The present paper tries to partially fill this gap. We first build a simple theoretical model to show how booming portfolio inflows may interact with domestic speculation at home, giving rise to a climate of financial euphoria featuring a…

27 Sep 2018 | Publication

This publication sets out and analyses the main foreign direct investment (FDI) trends in the countries of Latin America and the Caribbean. In 2017, certain trends that had already emerged in the global economic landscape became more established. In particular, announcements of potential restrictions on trade and pressures to relocate production to developed countries were confirmed. At the same time, China has taken steps to restrict outflows of foreign direct investment (FDI) in order to align these flows with its strategic plan. Adding to these factors is the expansion of digital technologi…
