Latin American and Caribbean (LAC) countries should strengthen tax collection and spending, improve public debt management, and mobilise more private resources in order to finance their ambitious development agendas, according to the 2024 edition of the Latin American Economic Outlook (LEO): Financing Sustainable Development released today. Progressivity and redistributive power of income tax on wage earners in El Salvador: a microsimulation analysis

This work analyses the effects of wage earners’ income tax on vertical equity and income distribution in El Salvador, by assessing the two most recent changes in income tax —the 2011 reform and the 2015 amendment— in light of a comparative methodology based on indices of tax progressivity and redistributive power. The impact of these measures is estimated using microsimulation techniques. En el presente trabajo se analizan los efectos del impuesto sobre la renta de las personas asalariadas sobre la equidad vertical y la distribución del ingreso en El Salvador. Para ello, se evalúan sus dos últimas enmiendas —la reforma de 2011 y la modificación de 2015— a la luz de una metodología comparativa basada en índices de progresividad y capacidad redistributiva de los impuestos. Did the coronavirus disease (COVID-19) pandemic embolden ideas favourable to inclusive social policy in Latin America? This article addresses that question by examining the emergency cash transfer programme that was implemented in Costa Rica in 2020. Drawing on legislative debates and interviews with senior officials and analysts, the study reveals the fleeting emergence of ideas in favour of expanding non-contributory social protection.
