The unavailability of data to inform policy planning and formulation has been repeatedly cited as the main challenge to economic and social progress in the Caribbean. Furthermore, even in instances when data is produced, broader gaps exist between its production and eventual use for evidence-based policy formulation. Owing to those challenges, this report explores the use of databases of social and gender statistics in the development of policies and programmes in the Caribbean subregion. The report offers a general appraisal of databases against two main considerations: (i) maximizing the use…
Abstract
The Caribbean countries have for decades been described as being data poor . The inability of the countries to provide, in a number of areas, data on certain issues of national or world importance has its roots in the poor information infrastructure that characterizes the Caribbean countries.
The national accounts are designed to provide information on almost every aspect of national life that must be of interest to the administration and citizenry alike. This paper looks at the countries' implementation of the United Nations System of National Accounts (SNA); from th…

This study presents an assessment of national statistical legal frameworks across the Caribbean. It aims to ascertain the extent to which the UNFPOS are incorporated in the statistical laws of Member and Associate Member Countries of the Caribbean Development and Cooperation Committee (CDCC). Such an assessment provides the basis for making recommendations to the respective countries on policy actions needed to ensure the full incorporation of these principles in their statistics legislation thereby laying a solid foundation for the effective functioning of their NSS. Furthermore, an up-to-dat…

Developed countries have for a long time collected statistics on science and technology (S&T); activities and their contribution to development and have also focused on how interpretation of these statistics could inform policy. In addition, these indicators, as they are called, have been used to determine and compare the relative positions of the various countries in the global economy. For such comparisons to be meaningful, however, it was necessary to standardize the units and methodologies. That process led to the development and adoption of a number of manuals, namely, Frascati, Oslo …
This year’s issue of the SSI features regional tables in the introductory section followed by summary
country tables. As far as possible, a full series of economic and socio-economic indicators is given for all
CDCC member States for the period 2001-2007. In addition, the data sources for each country are
provided, thereby making this publication a good starting point for researchers who are interested in more
detailed statistics. Every effort was made to ensure that those changes did not compromise the quality
and usefulness of the publication. To ensure accessibility to the full data series,…

Caribbean census microdata are not easily accessible to researchers. Although there are well-established and commonly used procedures technical, administrative and legal which are used to disseminate anonymized census microdata to researchers, they have not been widely used in the Caribbean. The small size of Caribbean countries makes anonymization relatively more difficult and standard methods are not always directly applicable. This study reviews commonly used methods of disseminating census microdata and considers their applicability to the Caribbean. It demonstrates the application of st…

Among Caribbean statistical offices, there is widespread awareness of the issue of statistical confidentiality which has often led to quite strong restrictions on the availability of detailed and disaggregated census tables. In North America, Europe, Australia and New Zealand, statistical offices use disclosure control methods, particularly methods involving some form of data perturbation, to safely publish detailed and disaggregated census tables. These methods are not used in the Caribbean (or Latin America) but could safely facilitate the release of much more detailed census tables than has…

The data revolution for sustainable development has triggered interest in the use of big data for official statistics such that theUnited Nations Economic and Social Council considers it to be almost an obligation for statistical organizations to explore big data. Big data has been promoted as a more timely and cheaper alternative to traditional sources of official data, and one that offers great potential for monitoring the sustainable development goals. However, privacy concerns, technology and capacity remain significant obstacles to the use of big data. This study makes a case for incor…
