This document takes up a number of the points raised in the 2005 report by ECLAC and other UN agencies on the Millennium Development Goals (MDGs) in Latin America and the Caribbean. It provides further discussion on the type of problems and challenges facing the region in five areas that are either included in the MDGs or closely related to them (poverty, hunger and child malnutrition, education, health and children). The document makes recommendations for the region's governments and countries in these five areas.…

The economies of the subregion were hard hit by the COVID-19 pandemic, particularly those dependent on tourism. As a result, the Caribbean has seen a reversal of the hard-won gains achieved in growing their economies and reducing unemployment and inequality. The inflation stemming from pandemic supply chain disruption, which has been exacerbated by the war in Ukraine, has made the sustained uptick in economic performance beyond pre-pandemic levels unlikely, notwithstanding strong growth estimates for 2021 and 2022. The last two years have taught the region that continued ‘business as usual’ is…

This study examines the application of the flexicurity labour system in the Caribbean countries of Barbados, Jamaica and Trinidad and Tobago. The flexicurity system has its origins in Denmark and combines elements of labour market flexibility with social security for workers. After outlining the elements of the system, the study provides an overview of the labour market in the Caribbean and compares the performance of Denmark with the three Caribbean countries. The comparison shows that there is a much lower level of flexibility and security in the three Caribbean states than in Denmark. The d…

Ibero-America is living through promising times in terms of the relation between youth and development. The signs are well known, and this report provides an unprecedented compilation of evidence confirming them. The region's youth today have more years of education on average than adults, and the gap is even more favourable for youth in terms of access to new communication technologies, information and knowledge. The population dynamic indicates that the coming years will see a reduction in the proportion of young people in the overall population in most Ibero-American countries, and thi…

The problem of social security for women in Latin America has not yet been resolved. The recent pension reforms have not contributed to solving it but have, in fact, made individuals more vulnerable in terms of social safety nets. In other words, the inequity typical of the region's social security systems has been compounded by new forms of inequity that have emerged along with the reforms.
The specific objective of this study is to analyze ways in which the principles of obligatory affiliation to the system enshrined in the pension legislation may be reconciled with inequalities inheren…
Introduction The social agenda is long-term in nature, in the sense that poverty alleviation along with a better distribution of income, wealth and opportunities are long-term goals. A sound macroeconomic policy, on the other hand, has to do largely with the consistent management of short-term policy instruments pursuing a sustainable and predictable pace for aggregate economic variables and major prices (wages, inflation, interest rates and exchange rates). In spite of the different arena and rationale in which they play, there are strong links between the two. First and most obvious,…

The view that pervasive economic insecurity threatens political support for the ongoing market-oriented reforms has become one of the most common refrains in current discussions on Latin American affairs. Dealing with economic insecurity would thus appear to be a key part of the unfinished agenda of Latin America's reforms. The author argues that economic insecurity in Latin America is multifaceted and has many sources that feed on each other. Some of the insecurity arises from the decline in employment protection and increased volatility of household outcomes. Some of it is the result of…
The objective of this paper is to explore the effects of globalization on the labour market and social stratification. It is generally held that globalization will bring about progress for nations and people. This, however, is far from clear, since the experience of almost two decades has been raising increasing doubts about the potential net gains and, particularly, the distribution of such gains. Clearly, there are winners and losers among both countries and people. We will concentrate on the effects upon people within countries and refer only to one region: Latin America. Our aim is to iden…

The profound transformations undergone by the economies of Latin America and the Caribbean in recent decades have combined with a massive increase in the number of economically active women to produce significant changes in the labour market. Nonetheless, the indicators used to measure and describe this market have remained unchanged, despite the fact, which it is important to bear in mind, that they were designed for circumstances distinct from today's, with different participants and requirements in policy terms.
Although the importance of measuring the share in economic activity accoun…

The COVID-19 pandemic has caused widespread closure of schools and disruption of education systems worldwide, requiring unprecedented adaptation to ensure learning continuity for students. In place of classroom learning, Information and Communication Technologies (ICTs) have been adopted to support online distance learning – with mixed results. While Caribbean governments have piloted a range of online learning modalities, many children in the subregion, especially those from poor and rural households, were not able to leverage those facilities. As a result of a lack of access to the Internet …

The growth of high-quality employment needed to reduce the share of informal
occupation and open unemployment in Peru will require an acceleration
and diversification of private investment in the tradable sector. One of
the main constraints faced is the uncompetitiveness of the
non-extractive tradable sector. In 1990-2003, competitiveness improved
in this sector essentially as a result of lower labour costs, a socially unjust
and economically ineffective route to follow. To raise competitiveness,
it is essential for the macroeconomic regime to include a competitive
real exchange rate (to which…

Presentation
The countries of the Latin American and Caribbean region have shown a keen
and lasting interest in mechanisms of economic development and public policies for its
promotion. This is a process in which ECLAC has been involved ever since it was founded
over half a century ago. Today, the debate on these issues continues against the backdrop
of a globalization process in which the remarkable dynamism of some dimensions
-especially its economic, financial and cultural aspects- contrasts with the
slow formation of an institutional network capable of coping with the increased
interdepend…
