Latin American markets had another good year in 2006. The liquidity environment remained supportive, credit quality continued to improve, and concerns that the heavy electoral calendar would increase volatility did not materialize. Latin America continued to reap the benefits from the commodities boom, while rising oil prices during most of the year continued to be a net positive for oil exporting countries; together with a significant increase in remittances from Latin Americans abroad they contributed to increase the region's current account surplus. Latin American stocks surged to a fo…

The aim of this paper is to provide an overview of the gender and social disparities existing in the
agricultural and rural sector in Caribbean economies. In this context, agricultural transformation as
occasioned by the dismantling of preferential trading arrangements is analysed to identify the most
relevant gender discriminatory measures in the current agricultural development policy and
programmes. The analysis seeks to provide the basis for enhancing understanding among policy
makers, planners and rural development practitioners of the gender and social dimension involved
in the formulati…

Presentation
The countries of the Latin American and Caribbean region have shown a keen
and lasting interest in mechanisms of economic development and public policies for its
promotion. This is a process in which ECLAC has been involved ever since it was founded
over half a century ago. Today, the debate on these issues continues against the backdrop
of a globalization process in which the remarkable dynamism of some dimensions
-especially its economic, financial and cultural aspects- contrasts with the
slow formation of an institutional network capable of coping with the increased
interdepend…
This paper examines the progress in the implementation of the CSME and what this has meant for the core (trade, investment, etc.); and functional aspects (foreign policy coordination, education, health and social development, etc.,); of integration. A tentative assessment is also made of the relevance of the current mode of integration in light of the opportunities and constraints of the international environment. The paper is divided into three sections. Section one provides a critical assessment of the implementation of the protocols and other aspects of the CSME. Section two evaluates the …

Abstract In this overview we analyse, first, why funds continued to flow towards emerging economies, while fundamentals in host countries had been deteriorating before the Asian crisis (a rising external deficit, with a significant liquid component; appreciating exchange rates; low capital formation, particularly in Latin America), and why funding remains dry for long since 1998; the role of the nature of the predominant agents and of a process of flows rather than one-shot building of stock of foreign capital are stressed. Then, the analysis focuses on the interrelations of capital flows and …

Abstract Based on the analysis of the Argentinean currency board and the full dollarization scheme in Ecuador this paper argues that an intermediate exchange rate regime (compared to free floating or hard peg) will be a better option for countries subject to external financial shocks and a worldwide export and import structure. It shows that the Argentine convertibility system was successful as an anti-inflationary program. However, the reduction in the inflation rate has been accompanied by a dramatic change in relative prices of tradable and non tradable goods and services, which ha…

Abstract
Behind the discussion on optimal exchange-rate regimes lies the need to achieve external and internal equilibrium, and thus create an appropriate macroeconomic climate for sustained growth and development. The optimality and feasibility of exchange-rate regimes in individual Latin American and Caribbean countries must take into consideration several parameters linked to microeconomics, open macroeconomics, and political economy aspects. More recently, the discussion has incorporated the regional dimension and the possibility of joining monetary unions to the set of feasible national s…

Introduction With the failure of the import-substituting industrialisation policies of the post-war period, Caribbean countries shifted to an export-promotion strategy in the 1980s. Export promotion inevitably demanded a shifting of the relative price and productivity of tradable goods and services. To provide the necessary incentives for export promotion, countries pursued a mixture of reforms and restructuring to attract investment and to promote the competitiveness of production and exchange. The period also coincided with a shift in the development paradigm of the developed countri…

The concern with a gender dimension of macroeconomic policy stems from the mandate of the Beijing conference to review and implement policies aimed at achieving equitable access to economic resources. This paper examines some of the macroeconomic policies pursued in the Caribbean within the context of economic adjustment in order to understand the rationale for these polices to see whether and how gender analysis could contribute to a more equitable outcome. The aims and goals of macroeconomic policy are explained, against the background of the economic problems faced by the region since 1970.…

Abstract The Chilean experience with price-based capital account regulations (i.e., deposits or reserve requirements on capital inflows) has been subject to extensive discussion in the recent literature. This paper presents evidence on the effectiveness of similar regulations in Colombia since September 1993, when traditional exchange controls were replaced by price-based regulations. It is important to emphasize that the Tobin tax equivalent of such regulations in Colombia has been quite high (13.6% and 6.4% tax for 12 and 36 months loans, respectively, in 1994-1998), and, as in Chile, it is …

Panama: Economic evolution during 2008 and perspectives for 2009 Abstract: In 2008, …

Honduras: Economic evolution during 2008 and perspectives for 2009…

Al respecto, se realizó un relevamiento de esos instrumentos, consultando a las instituciones responsables del diseño, for…

The global economic crisis has put an end to a period of six consecutive years of growth in Latin America and the Caribbean, growth on a scale that had not been seen for decades. This crisis is different from those which had been seen in the past, not only because its origin is different but also because, as the Economic Commission for Latin America and the Caribbean (ECLAC) has reported on several occasions, the region is much better prepared to deal with it. The favourable international environment which had been enjoyed by most of the countries of the region in recent years went hand in han…

During the second quarter, the prospect of an unexpected U.S. interest rate increase weakened investors' appetite for risk, and capital flows to Latin America faded in response. Latin American spreads increased by 71 basis points during the quarter, up to 607 bps at the end of June, from 536 bps at the end of March. Quarterly issuance in Latin America also suffered, dropping to US$4.7 billion, a level not seen since the last quarter of 2002. As a result, Latin America moved behind Eastern Europe, which issued US$6.3 billion or 39% of total emerging market issuance, compared to 29% for L…
