Now that the 1990s have ended and a new millennium is dawning, the low rate of economic growth, the region's vulnerability to international financial instability and the limited progress made in terms of equity oblige us to reflect on the social agenda for the future. An important role in that agenda will continue to be played by the efforts to overcome poverty and indigence, conditioned to a large extent by the region's capacity for economic change and its dynamism in creating large numbers of jobs of higher quality in terms of productivity and income. At the same time, in view of t…

This article holds that ensuring the full sway of economic, social and cultural rights makes it possible to advance towards greater equality of opportunities, both for attaining well-being and for asserting differences in the field of identity. This development of the effective use of rights must be complemented with new forms of citizenship connected with the possibility of interaction with the media and greater participation in the knowledge-based society. Only in this way does it seem feasible to give an ethical foundation to social and development policies which have been deprived of ideol…
Summary Trade between Africa and South America is of relatively minor importance for each region. The main purpose of this report is to determine if a scarcity of maritime transport services could explain this comparative unimportance. More than half of all trade between the two regions is accounted for by just ten specific bilateral flows in petroleum, grain, iron ore, coal, and sugar. Almost all inter-regional trade moves by sea, mostly by non-liner charter shipping services. Trade between Africa and South America is subject to relatively low freight rates, mainly due to the type of produ…

We include the cases of Chile, Korea, and Mexico in the critical years of the 1990s and Chile in the deep crisis of the 1970s. All these economies were praised for their efficient pub…

Introduction The interaction between antidumping and antitrust is a polemic issue in every integration process for both legal and economic reasons. From a legal perspective, antidumping rules allow practices such as price undertakings and quantitative trade restrictions that are forbidden by competition law, and punish certain types of price differentiation that are justifiable under the antitrust rules. From an economic viewpoint, the two policies pursue different objectives that eventually may lead to conflicting situations. Antidumping is a trade remedy for industries injured by import comp…
The member countries of the Economic Commission for Latin America and the Caribbean (ECLAC) have called for an integrated approach to development. Despite making significant macroeconomic progress in the 1990s, the Latin American economies reached the end of the decade with relative poverty levels above those of 1980, while labour market conditions have worsened in most countries. To achieve development with equity, it is essential to apply a gender perspective to public-policy formation, as a technical-analytical instrument to accompany the overall ethical-political goal. For the United Nati…
This essay summarizes some of the main ideas behind proposals for a new development agenda. It highlights first the need to strike a new balance between the market and the public interest, and to understand by public policies any initiative organized in pursuit of common goals, and not just State actions. The author makes five proposals for a new agenda: i); more balanced globalization with genuine respect for diversity, underpinned by a network of regional institutions; ii); a broad view of macroeconomic stability and the role of countercyclical policies; iii); the use of developm…
