En la resolución 73(XXIII) aprobada en el vigesimotercer período de sesiones del Comité de Desarrollo y Cooperación del Caribe, se invitó a actores clave a encabezar junto con la CEPAL una Mesa redonda sobre el desarrollo del Caribe que considerase los desafíos y oportunidades del desarrollo sostenible en la subregión.

The Agricultural Development and Climate Change Unit (UDACC) possesses a broad set of time series that allow for the analysis of the economic impact of climate change scenarios might have on areas of interest for the subregion including agriculture, food security, nutritional security, water, hydroelectricity, biodiversity, health, and extreme events, among others. By means of the Santiago Decision, adopted in November 2014, the signatory countries of the Declaration commenced negotiations on the regional instrument on rights of access to information, participation and justice in environmental matters. To this end, they created a negotiating committee composed by all signatory countries with significant participation by the public in accordance with the provisions and modalities set forth in the Plan of Action. Por meio da Decisão de Santiago, de novembro de 2014, os países signatários deram início à etapa de negociação do instrumento regional sobre acesso à informação, participação e justiça em matéria ambiental. Para tanto, criaram um Comitê de Negociação composto por representantes dos países signatários. As recognized in the founding documents of the process, capacity-building will be an essential element of the future regional instrument. In addition, in the Santiago Decision, it was decided to request ECLAC to continue and intensify the efforts under way to build capacities and cooperation regarding the effective application of Principle 10, in coordination with the Presiding Officers, the signatory countries and the interested public, and subject to the availability of resources and in parallel with the work of the negotiating committee.

Na Decisão de Santiago, acordou-se solicitar à CEPAL que, em coordenação com a Mesa Diretiva, os países signatários e o público interessado, dentro dos limites dos recursos disponíveis e em paralelo aos trabalhos do Comitê, continue e intensifique as atividades de fortalecimento das capacidades e cooperação para a aplicação efetiva do Princípio 10.
