Who provides childcare?: analysing the distribution of care work in Mexico

27 May 2025 | Publication

Using the care diamond framework proposed by Shahra Razavi, we analyse paid and unpaid care (especially childcare) in Mexico on the basis of four provider categories: family or household, the State, the market and the non-profit sector. Our work combines two main types of data: descriptive statistics and published studies based on empirical research and in-depth policy analysis. We offer a comprehensive description of childcare distribution in Mexico, outlining the four provider categories and institutional and private arrangements that support social reproduction. We highlight the weak public…

Absolute convergence in manufacturing labour productivity in Mexico, 1993–2018: A spatial econometrics analysis at the state and municipal level

11 Dec 2020 | Publication

This paper examines absolute manufacturing labour productivity convergence across Mexican states and municipalities between 1993 and 2018, using census data and employing spatial econometric techniques. It applies a novel approach (spatial econometrics and disaggregation at the municipal level) to show that there is absolute convergence in manufacturing productivity at both the state and municipal levels. The results show that there are significant productivity spillovers among states and municipalities; that is, high-level productivity states or municipalities have positive impacts on the pro…

Fostering investment of the family remittances in value chains : Case studies in the Dominican Republic, El Salvador and Guatemala

31 Aug 2020 | Publication

Family remittances represent an important source of resources and external financing for many Latin American and Caribbean countries, helping greatly to reduce poverty, increase private consumption, and boost national economic growth, among other things. Although a large share of remittances are intended to cover basic needs, such as food, health care and housing, some of them could be used to finance income-generating activities. This document summarizes the main findings of the technical collaboration project carried out by the Economic Commission for Latin America and the Caribbean (ECLAC)…

Distributional impacts of low for long interest rates

18 Jul 2019 | Publication

This paper asks whether tepid inflation in Canada since the financial crisis can in part be explained by the effects of monetary policy on inequality. Using different structural vector autoregression models we show that expansionary monetary policy post-crisis has offset otherwise falling inequality through the shifting of resources away from lower-income individuals, which in general have higher marginal propensities to consume. As a result, aggregate demand has not risen as much as it otherwise would have, leading to a more muted inflationary response. Our results suggest that failure to acc…

Decentralized provision of education: Methodological suggestions for analysis, with application to Mexico

9 Jan 2019 | Publication

A large part of disparities in Latin America derive from inequalities of opportunities in access and continuation to education. Public support to education is crucial to reduce personal and territorial inequalities, because talent is not linked to the socio-economic status and/or to the residence of families, while access to education is. Decentralization is credited to be a crucial component of an improving education national strategy. At the same time, decentralization of education, when not properly structured, can simply shift the same old problems to levels of government less capable of so…

Economic and Social Upgrading: Definitions, connections and exploring means of measurement

1 May 2016 | Publication

This paper reviews and synthesizes the literature on social upgrading, while exploring its connections with economic upgrading. Using the parsimonious method proposed by Bernhardt and Milberg and an alternative method that takes into account increases in national productivity, this paper analyzes the case of Mexico. Though the proposed approach to social upgrading can be made more sophisticated through the inclusion of more variables, in order to facilitate the replication of the analysis in developing countries where data are scarce, labor productivity, wages and employment were considered su…

Is price dispersion always an indication of price discrimination?

1 Jan 2015 | Publication

It has been established for a long time that there is significant dispersion in prices charged for seemingly homogeneous goods. This may happen in competitive markets because the world is not frictionless, and certainly in other markets where price discrimination is carried out by firms with oligopolistic power. This paper is the first survey of the economic literature on price dispersion that addresses the following three key issues: i) its characteristics as a result of optimizing search behavior; ii) its relevance as a reflection of price discrimination and its consequences for social welfa…

The use of key indicators to assess Latin America’s long-term economic performance

1 Dec 2014 | Publication

Through the astute analysis of official statistics, we can gather a more complete picture of the economic performance of a given country, and understand more fully what have been its drivers, leading to a more effective use of national resources and a more efficient design of policy options. However, the myriad of information and numerical data across the system of macroeconomic statistics can be challenging to interpret in a straightforward manner. In order to synthetically assess economic performance across countries in Latin America we propose the use of a composite indicator, which builds …

Strengthening value chains as an industrial policy instrument. Methodology and experience of ECLAC in Central America

1 Jan 2014 | Publication

In recent years, ECLAC has received official requests from governments in the region for technical assistance for designing and implementing industrial policies. In response, the Commission has developed and applied a methodology based on value chains, which has enabled it to identify targeted intervention strategies, with clear, coordinated lines of action. Value chains can be strengthened by supporting all their stakeholders, especially small producers, which in turn helps to close structural gaps. In 2013, ECLAC worked jointly with governments and the private sector in Central America to st…

Possible transmission of adverse shocks from the recent financial crisis to Central America through trade finance

1 Feb 2013 | Publication

In this paper we explore trade finance as a transmission channel of adverse shocks to Central America. We analyze data on trade and trade finance flows, and show that they largely follow the same pattern in the region. A contraction of trade finance supply to Central America will affect trade exports negatively, and consequently impact economic growth and jobs. While until now the region has weathered the financial and European debt crises relatively well, shocks may come from a further contraction of lending in developed countries. The lending contraction can arise from losses from the recent…
