Abstract Quality will play an increasingly important role in the objectives for the social and economic development of the countries in Latin America. This document aims to demonstrate the importance of quality in national strategies for increased productivity and competitiveness. Governments in the region have increasingly established programmes that promote and support the diffusion of quality management techniques. This tendency indicates that the diffusion of quality management innovations is complicated by market failures but is desirable from a national point of view. This document may t…

Caribbean countries have been seriously impacted by the trend toward “de-risking” in the global financial system, and this is damaging to their economic security and the ability of Caribbean businesses to innovate. De-risking is the name given to the tendency of banking institutions to turn away from working relationships and lines of business for which the cost of regulatory compliance—and the risk of non-compliance— is deemed to be too high in comparison to the returns. This is a phenomenon that is affecting developing economies around the world, but the small and vulnerable economies of the…
Many international development agendas highlight the importance of quality data for sustainable development. With the advent of the data revolution for sustainable development, stakeholders have underscored the value of timely, usable data in informing decision-making and for monitoring progress and evaluating outcomes, be it in relation to national development planning or as regards the achievement of the Sustainable Development Goals (SDGs) and other international development agendas. Crucially, the COVID-19 pandemic, more than anything else in recent times, has demonstrated the value of tim…
In the Caribbean, there are approximately 1.3 million persons with a disability of some kind and some 250,000 persons with a significant disability. These numbers are projected to increase dramatically in the coming decades as the population of the subregion ages and given the global increase in chronic health conditions.
Persons with disabilities (PWDs) face a range of physical, social, attitudinal and institutional barriers that prevent their full and effective participation in society on an equal basis with others. As a result, they experience less favorable outcomes in health, education, …
In this paper we estimate the fiscal implications of the free trade agreement signed between the United States of America and the five Central American countries of Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. Of the five possible effects on fiscal revenue (direct, indirect, elasticity, substitution and induced), in this paper we estimate the first three. The fourth effect is most likely negligible, whereas the estimation of the fifth one would be plagued by uncertainty, so we do not attempt it here. We use comparative statics to estimate the impact. We find the adverse …
For many Caribbean countries the only mechanisms in place to systematically collect information on socio-demographic, economic, environmental and other issues of national importance are the Population and Housing Census and the Country Poverty Assessment studies. Country Poverty Assessment studies, however, have limitations of sample size and therefore do not provide information on relatively rare events nor can it provide small area data. Consequently, the Population and Housing Census is often the only source of valuable information needed for planning and management, and research. The purpo…

The Caribbean subregion is exceptionally vulnerable to the impacts of climate change and extreme weather events. Vulnerability is a key multidimensional concept at the heart of resilience building, relating to each country’s multiple spatial and socioeconomic risks and conditions. In fact, due to its geographical location and concentration of population and activities in low-lying coastal areas, the Caribbean is the second most hazard-prone region in the world...Moreover, impacts of extreme weather events on Caribbean small economies are of national proportions. For example, in the hurricane s…

This study examines two knowledge management processes, namely knowledge capture and retention and knowledge sharing, in the context of the Caribbean. It provides theoretical backgrounds of the processes and specifically looks at the advantages for and barriers to knowledge management in the public sector. The study suggests that by using existing information and communication technologies (ICTs) to create an online presence, the Caribbean public sector can already move towards achieving some knowledge capture and retention and knowledge sharing goals. The study concludes by evaluating through…
