This brief note presents some thoughts about the possible effects of the failure to renew the Andean Trade Preferences and Drug Eradication Act (ATPDEA); and its possible expiration this coming December 31. United States President, George W. Bush, asked his country's Congress to extend the validity of the trade preferences granted to the Andean countries under the ATPDEA. That news was welcomed and applauded by the Andean countries, which hailed this measure and promptly thanked the U.S. leader for his gesture.
Even so, it is evident that there are Congressmen in the United States who do …

The implementation of the Cairo Programme of Action in the Caribbean over the period 1994 to 2013 is evaluated and recommendations are made for the further implementation of the programme beyond 2014. Recent trends in growth, poverty and inequality in the Caribbean include: the negative impact of the global economic crisis on the Caribbean; declines in extreme poverty; the persistence of poverty measured against national poverty lines; and high levels of inequality. Social, labour market and economic policies all need to target reductions not only in poverty, but also in inequality.…

The countries of English- and Dutch-speaking Caribbean have made significant progress in its economic and human development. Most governments have implemented programs and policies of social protection for vulnerable groups of the population, but its sustainability could be jeopardized because of the global financial crisis. In this cyclical factor is compounded by large external debts of these countries, high exposure to natural disasters, limited natural resources, limited economic diversification and some challenges to their institutional capacities. Although short-term policies are needed …
Health care migration is a large and global business. Recruitment is decentralized, involves both public and private sector entrepreneurs, and is difficult to regulate. The countries of the Western Hemisphere are important players in the global health market but, with the partial exception of the Islands of the Caribbean, there is little cooperation among their governments to manage migration patterns or combine forces in order to achieve economies of scale and cost effective training facilities. A related area of concern within the realm of health is care for the elderly. In wealthy countries…

Labour markets represent the backbone of economic functioning, providing the means of survival to populations, with labour income ensuring the livelihood of workers and families alike. Labour is also an essential input into production - in many cases it is the main input, especially in service sectors which are dominant sectors in the Caribbean. As such, labour markets define economic well-being: in competitive economies labour is paid its marginal product. This implies that only productive labour prospers as higher productivity implies higher earnings, which in turn allows for higher consumpt…

Presentation
The countries of the Latin American and Caribbean region have shown a keen
and lasting interest in mechanisms of economic development and public policies for its
promotion. This is a process in which ECLAC has been involved ever since it was founded
over half a century ago. Today, the debate on these issues continues against the backdrop
of a globalization process in which the remarkable dynamism of some dimensions
-especially its economic, financial and cultural aspects- contrasts with the
slow formation of an institutional network capable of coping with the increased
interdepend…

This article deals with the need to make some changes in the focus of policies for rural development and the relief of poverty. After noting the limitations of the traditional approaches taken by such policies, it is suggested (among other things); that the territorial dimension should be incorporated in their design, and the macroeconomic context and sectoral environment which condition those policies in the case of agriculture are reviewed, with emphasis on the structural heterogeneity of the sector and the existence of imperfect markets (section I);. The article then deals with the limitati…

The present level of intra-regional trade of Latin America and the Caribbean in relation to their total exports is still low when compared to the peak of 21.1% registered in 1997, despite its rebound in 2003 and continued recovery into 2004. While this trade holds a high potential for future growth, there are a series of problems to be addressed in order for regional integration to continue on the paths of recovery and deep integration. The countries in the region should keep working on the constraints that its regional integration process continues to suffer from the persistence of non-tariff…

This study assesses international migration trends in 28 Caribbean countries from 2000 to 2020 and discusses the implications of these trends for different aspects of sustainable development in the subregion. It is well-documented that the Caribbean is a subregion that has exhibited net emigration, but this trend has intensified over the last two decades, with Global North regions representing the main destination of Caribbean emigrants. Although immigration to the Caribbean increased from 2000 to 2020, this increase was less substantial than that recorded for emigration from the subregion. By…
