Socio-economic vulnerability to natural disasters in Mexico: rural poor, trade and public response
The increasing frequency and economic losses from natural disasters within the framework of decreasing agricultural prices is becoming crucial in increasing poverty in the Mexican rural economy. During the past two decades, the governmental withdrawal from supporting the agricultural sector with investments in physical, financial and logistic instruments continues to stress agricultural livelihoods, as current private mechanisms have not replaced them effectively. Natural disasters occurrence is increasingly producing severe damages to the so-called traditional agriculture, highly exposed to c…
Some considerations on the possible effects of the failure of the United States Congress to renew the ATPDEA
This brief note presents some thoughts about the possible effects of the failure to renew the Andean Trade Preferences and Drug Eradication Act (ATPDEA); and its possible expiration this coming December 31. United States President, George W. Bush, asked his country's Congress to extend the validity of the trade preferences granted to the Andean countries under the ATPDEA. Even so, it is evident that there are Congressmen in the United States who do …
Latin American South-South integration and cooperation: from a regional public goods perspective
The present level of intra-regional trade of Latin America and the Caribbean in relation to their total exports is still low when compared to the peak of 21.1% registered in 1997, despite its rebound in 2003 and continued recovery into 2004. While this trade holds a high potential for future growth, there are a series of problems to be addressed in order for regional integration to continue on the paths of recovery and deep integration. The countries in the region should keep working on the constraints that its regional integration process continues to suffer from the persistence of non-tariff…

A decade of light and shadow: Latin America and the Caribbean in the 1990s
Foreword The 1990s were unquestionably a time of transition and reorientation in several aspects of Latin America and the Caribbean's economic, social and political development. As in any period with these characteristics, the effects of long-standing processes mingled and interacted with incipient change. When the decade ended, ECLAC wished to contribute to the evaluation of the main events that marked the consolidation of reform in the region, recognizing of course that the speed of progress varied from country to country and from sector to sector. This publication offers an analysis of…
