ECLAC, with support from the W.K.Kellogg Foundation, identified and reviewed 4,800 social innovation experiences of Latin America and the Caribbean, gleaned in five annual competition cycles. After conducting on-site visits and evaluating the projects, the Selection Committee chose 25 winners it considered the most innovative and that had the greatest impact on the region's social development.

From the early decades of the twentieth century onward, the level of equity achieved in Uruguay, and the sophistication of its social welfare institutions, set the country apart from the rest of Latin America. In the second half of the century, this heritage of democracy and equity survived the severe tests to which it was subjected without fracturing too badly. (14 de mayo, 2010) Durante quince días de abril y mayo, miembros del jurado que en los cinco ciclos del concurso Experiencias en innovación social en América Latina y el Caribe ha premiado las 25 iniciativas más destacadas de innovación social de la región, visitaron cinco de los proyectos ganadores.
