Existe consenso sobre la importancia de garantizar los recursos económicos dirigidos a los niños y de elaborar políticas de calidad orientadas a ellos, para evitar condicionamientos del desarrollo y potenciar el logro de mayores capacidades. En la última década, en el Uruguay se han implementado medidas fiscales encaminadas a conseguir este objetivo.
