Identification and anticipation of skill requirements: Instruments used by international institutions and developed countries
The effectiveness and efficiency of a national vocational education and training (VET) system depends, amongst others, on whether it provides its learners with the required skills now and in the future. These requirements have changed over the last decades and they are expected to change again in the future. National VET systems need to adapt to these changes in time to avoid costly skill mismatches as not having the right skills means lower wages and lower job satisfaction for workers, lower productivity and more hiring costs for employers, and lower economic output for the economy as a whole…

The 2030 Agenda and the Sustainable Development Goals present a unique opportunity to promote new instruments and innovative mechanisms for financing social and production development in Latin America and the Caribbean. “Green bonds” are an example of alternative financial instruments becoming increasingly available to investors. Monitoring the evolution of Latin American economies using a flow-of-funds framework
Flow-of-funds accounting permit to monitor the financial sector in terms of flows and stocks and to analyze its relationship with the real sector. On the one hand, as described in the first part of this report, the main indicators continued to deteriorate as a result of slack economic growth, as has been the case for several years. The empoyment rate continued to decrease, while the unemployment rate continued to rise. On the other hand, the pace of this deterioration has continued to slow, which could signal “light at the end of the tunnel”. Young people tend to be among the hardest hit by downturns in labour markets. They also face structura…
