En 2012, por medio de la resolución 670 (XXXIV) la Comisión Económica para América Latina y el Caribe decidió que el Comité Especial de la CEPAL sobre Población y Desarrollo pase a denominarse Conferencia Regional sobre Población y Desarrollo de América Latina y el Caribe, y refrendó todas las demás disposiciones expresadas en el Acuerdo 1 adoptado por el Comité Especial en su reunión celebrada en Quito del 4 al 6 de julio de 2012.

El Comité Especial sobre Población y Desarrollo del período de sesiones de la CEPAL fue creado en virtud del Plan de Acción Regional Latinoamericano y del Caribe sobre Población y Desarrollo, con arreglo a lo establecido en la resolución 536 (XXV) de la CEPAL. Su responsabilidad final era el seguimiento y revisión regional de los temas relacionados con la población y el desarrollo. Más adelante fue adquiriendo más responsabilidades como el seguimiento regional del Plan de Acción Internacional de Madrid sobre el Envejecimiento, el examen de los asuntos relacionados con migración internacional, así como con los de pueblos indígenas y poblaciones afrodescendientes. Este incremento de responsabilidades derivó en que las sesiones ordinarias del Comité Especial celebradas en 2010 y 2012 se realizaran de manera independiente del trigésimo tercer y trigésimo cuarto período de sesiones de la Comisión.

La Conferencia Regional sobre Población y Desarrollo de América Latina y el Caribe adopta todas las funciones del Comité Especial, y actuará sobre la base y el pleno respeto del Programa de Acción de la Conferencia Internacional sobre Población y Desarrollo. Celebrará sus reuniones cada dos años y su Mesa Directiva al menos una vez entre sesiones ordinarias. La Conferencia Regional reconoce también la importancia de que la sociedad civil participe en sus reuniones.
