Debt for nature: a swap whose time has gone?
Abstract This paper purports to review the performance of the Debt for Nature Swap (DNS) Programs in light of their dual objectives of lowering deforestation rates as well as the cost of debt servicing. It evaluates the performance of private and Public DNS and inquires whether such swaps have made any significant dent on the debt and deforestation problems besetting many developing countries. It also assesses the prospects for such swaps in the future. We argue that since the prospects for DNS are limited, a more conducive solution for the deforestation problem in many developing countries ma…
Sustainable bioenergy: a framework for decision makers

Why 2015 is key for sustainable development
In the upcoming months, decision-makers and leaders will have unprecedented opportunities to establish, within a multi-lateral framework, a transformational agenda for the future of sustainable development. In a context of global paradigm shifts, the concurrence of three key global summits will define the route and aspirations of this agenda for the coming decades. The Third Conference on Financing for Development, to be held in Addis Ababa in July, represents a unique forum for recasting development financing to meet the approach of the post-2015 development agenda. This agenda, to be ad…

Innovation and technology policy (ITP) for catching up: a three phase life cycle framework for industrializing economies
This paper outlines a dynamic, medium/long term Innovation and Technology Policy framework for industrializing economies directed to simulate innovation and to contribute to the eventual creation of high impact innovative entrepreneurial clusters. The paper is predicated on the assumption that while cluster creation policies are possible in many contexts they requires adoption of a System Evolutionary (S/E) perspective to Innovation and Technology Policy. Given the current 'entrepreneurial phase' of the ICT Revolution, support of 'Innovative SMEs' should be one of the axes …

A regional reserve fund for Latin America
This paper analyses the viability, implications and challenges of expanding the Latin American Reserve Fund (FLAR) to Argentina, Brazil, Chile, Mexico and Paraguay. A regional reserve fund should be viewed as one of a broad range of mechanisms offered by the international financial architecture to address balance-of-payment difficulties. A fund with resources of between US$ 9 and US$ 10 billion at its disposal would be able to cover the potential funding needs of its members in the most likely scenarios, without necessarily becoming the lender of last resort for all its members. In more extrem…
A proposal for a modified Human Development Index
The Human Development Index (HDI) is an indicator designed to track the development of countries in respect of three dimensions of development: health, education and income. Since it was first published in 1990, great efforts have been made to improve hdi, which, as has been stressed on numerous occasions, cannot be seen as a definitive measure of development. This paper includes a reflection on what constitutes human development, the pillars underpinning it and two new dimensions that should be incorporated into hdi (employment and political freedoms) for it to better express progress in deve…
