La Conferencia fue creada en virtud de la resolución 752(PLEN.36) aprobada por los países miembros de la CEPAL durante el trigésimo sexto período de sesiones del Comité Plenario de la CEPAL en diciembre de 2021. En dicha reunión los países aprobaron el cambio del nombre de Comité de Cooperación Sur-Sur a Conferencia Regional.
El mandato del anterior Comité provenía de la resolución 58/220 de la Asamblea General sobre cooperación económica y técnica entre los países en desarrollo en que se solicitó a los países intensificar la cooperación Sur-Sur y para lo cual se creó el Comité de Cooperación …
