Working Group on Land Administration

Co-chairs:

In October 2023, during the tenth session of UN-GGIM Americas, held at ECLAC's facilities in Santiago, Chile, the Framework for Effective Land Administration was addressed, highlighting its rationale and importance for the countries of the region as a whole. The presentation concluded by emphasizing the need to establish a regional working group dedicated to this topic. Honduras proposed the creation and leadership of this group, a proposal supported by Chile, which generated the interest of 14 countries in joining the initiative. Currently, coordination is in the hands of Honduras and Chile.
Among the main objectives of this working group are to disseminate and raise awareness among the countries of the Americas about land administration, focusing on the United Nations Framework for Effective Land Administration (FELA), and to promote a broader and deeper understanding of the regional and country situations in this area. To achieve this, various dissemination activities are carried out, such as webinars, surveys, and their respective evaluations, among others.

Statistical and Geospatial Information Integration

The current Working Group on the Integration of Statistical and Geospatial Information is in charge of the National Administrative Department of Statistics (DANE), Colombia and National Institute of Statistics and Geography (INEGI), Mexico, in close collaboration with the geospatial area of ​​the Statistics Division of the Economic Commission for Latin America and the Caribbean (ECLAC). There is currently a synergy between the work plan of UN-GGIM: Americas and the ECLAC geospatial roadmap, to facilitate collaboration and joint work between the geospatial and statistical community, the latter represented by the members of the Statistical Conference of the ECLAC Americas.
The main objective of the Working Group is to raise awareness and promote the linking of statistical and geospatial information for decision-making and the design of public policies through the development of partnerships for collaboration, cooperation, and participation of the Member States.

Strategic Framework on Geospatial Information and Services for Disasters for the Americas

The current Working Group on Disasters is coordinated by the Military Geographic Institute of Ecuador and the Brazilian Institute of Geography and Statistics (IBGE) of Brazil, who in turn coordinate with the institutions responsible for disaster management, with the objective of developing guidelines , coordinate and promote the use of geospatial information in relation to the management and actions aimed at reducing risks and natural disasters.

Previous years (2019)

In previous years, Sint Maarten through the Ministry of Public Housing, Spatial Planning, Environment and Infrastructure (VROMI) with the support and technical advice of Canada through the Earth Observations and Mapping Center of the Natural Resources Institute (NRCan ) and prepared the Diagnosis of the action plan for capacity development and gap analysis.

On July 1, 2019, the report of the analysis carried out through a survey conducted by 35 member states in the Americas in relation to Geospatial Information Management in the context of Disaster Risk Management (DRM) was presented. The survey, completed in 2018, was designed to identify the availability and gaps in the use of geospatial information for DRM, in accordance with United Nations General Assembly Resolution 59/12 established in the Global Strategic Framework for Geospatial Information and Services of the United Nations Organization for Global Geospatial Disaster Management (GSF).

Geodetic Reference Framework for the Americas (GRFA)

The current Geodetic Reference Framework for the Americas (GRFA) Working Group is coordinated by Military Geographic Institute, Uruguay and the Brazilian Institute of Geography and Statistics (IBGE), Brazil. Its main objective is to support Member States in their response to the United Nations General Assembly Resolution entitled "A Global Geodetic Reference Framework for Sustainable Development" (A/RES/69/2661) under the recommendations of the Geodesy Subcommittee of the Committee of Experts on Global Geospatial Information Management (UN‐GGIM SCoG) and the scientific guidelines issued by the International Association of Geodesy (IAG) and the Geocentric Reference System for the Americas (SIRGAS), as well how to coordinate and assist Member States in their efforts to ensure the sustainability and enhancement of GRFA, as a crucial enabler of spatial data interoperability, disaster risk mitigation and sustainable development.

Integrated Geospatial Information Framework for the Americas

The current Working Group on Geospatial Data Infrastructure is led by “Tommy Guardia” National Geographic Institute (IGNTG), Panama, and SNIT IDE Chile, Ministry of National Assets, Chile. The general objective is to coordinate actions related to the implementation, development, and promotion of Geospatial Data Infrastructures (IDE) of the UN-GGIM: Americas Member States.

Interactive dashboards have been conducted, which is a tool that allows users to visualize, through a geographic view, the performance of the Member States based on indicators that show the status of implementation and progress of National Geospatial Data Infrastructures in the Americas. This platform not only allows us to visualize and monitor the overall level of IDE development but also enables us to observe the results of IDE implementation for the following components: institutional aspects, human resources, geographic information, and standards and technology. Having this information helps understand the gaps that countries in the region have in the production and use of geospatial information and, in turn, allows focusing on the components that require more assistance to address regional development in these matters. UN-GGIM Interregional Work Plan

The United Nations regional committees for Global Geospatial Information Management (AGIM) in Africa, the Americas, the Arab States, Asia-Pacific, and Europe have coordinated efforts to develop an Interregional Work Plan, led by the UN-GGIM Americas team. This initiative aims to align initiatives of common interest, avoid duplication of efforts, and maximize the efficient use of available resources. This plan is based on a joint analysis of the strengths, weaknesses, opportunities, and threats (SWOT) of each regional committee, as well as the identification of areas where each region can contribute value and expertise. The main objective of the Interregional Work Plan for 2025 is to strengthen coordination among the regional committees, facilitate knowledge sharing, and establish shared priorities that drive effective geospatial information management at the global level. To this end, meetings and workshops are planned, in virtual and hybrid formats, focusing on strategic areas such as the implementation of the Integrated Geospatial Information Framework (UN-IGIF), the Global Geospatial Statistical Framework (GSGF), and the use of Geospatial Artificial Intelligence (GeoAI).
