The II Parliamentary Summit on Climate Change and Just Transition of Latin America and the Caribbean will take place on August 6–7, 2025, at the National Congress in Brasília. The event will gather legislators from across the region to align strategies in preparation for the 30th United Nations Climate Change Conference (COP30).

The Summit is organized by the Parliamentary Observatory on Climate Change and Just Transition of Latin America and the Caribbean (OPCC), an initiative of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) supported by Open Society Foundations and co-hosted by the Chamber of Deputies and the Federal Senate of Brazil, with the support of the CIPÓ Platform. This is a strategic opportunity to strengthen the role of legislators in the global climate agenda, advance the priorities of the Brazilian COP30 Presidency, and build a common regional voice from Latin America and the Caribbean in response to the global climate crisis.

During the event, a Letter of Support for the Brazilian COP30 Presidency will be presented, signed by parliamentarians from the region and worldwide, reaffirming their commitment to climate action. The discussions will also contribute to the OPCC Joint Declaration, to be formally presented at COP30 in November.

The Summit will be held in an exclusively in-person format, with live streaming of open sessions via TV Senado.

The following sessions will be open to the public upon registration:

  • August 6 – 9:00–10:00 – Solemn Session of Congress: COP30 — 33 years after the Earth Summit, 20 years after the Kyoto Protocol, and 10 years after the Paris Agreement
  • August 6 – 10:30–12:00 – Public Hearing of the Senate Committee on Environment
  • August 6 – 14:00–15:30 – Panel I: A COP guided by the Southern Cross: what is changing, and what can we do across the five guiding stars (mitigation, adaptation, finance, technology, and capacity building)?
     
  • August 6 – 16:00–17:30 – Panel II: The role of legislators in the global “mutirão” against climate change: a look at constructive collective action
  • August 7 – 9:00–9:30 – Keynote: Levers for climate ambition and implementation – strategies for green productive development and anticipatory governance for the transitions of the future
  • August 7 - 9:30 - 10:00  -  OPCC Presentation

About the OPCC:
The Parliamentary Observatory on Climate Change and Just Transition of Latin America and the Caribbean (OPCC) is an interparliamentary platform dedicated to strengthening legislative action on climate and just transition across the region. Launched at COP26 in 2021, it serves as (i) a network of parliamentarians committed to the climate agenda; (ii) a digital repository with the region's largest database of environmental and climate legislation; (iii) a space for articulating and projecting a common regional voice in major global climate fora.
