The host country of the sixteenth meeting of the Conference of the Parties to the Convention on Biological Diversity, Colombia, selected “Peace with nature” as the theme of the meeting. Peace with nature is of the utmost relevance for all regions, and its achievement is not just an environmental necessity but a socioeconomic imperative. Biodiversity underpins ecosystem services that are vital for human survival, economic prosperity and social well-being. Peace with nature requires just and transformative changes in economic, social and governance systems.…
Trinidad and Tobago is heavily dependent on its oil and gas sector to support its economy and society. However, given the challenge of climate change, small economies of scale, and increased economic, social and environmental vulnerability, strategies are needed to ensure long-term sustainable development. A key aspect to be considered is the greater potential for the implementation of energy efficiency measurements, which would allow for energy security in the long term, a reduction in greenhouse gas emissions and increased revenue and cost savings.
In this report, the methodology of the Ener…

Preface A central role of the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean is the provision of critical thinking and information to governments to assist in policy formulation and evaluation. In meeting that role, ECLAC emphasises the research endeavour and, more particularly, research which elicits new insights and throws up practical solutions and recommendations. This study was undertaken as a component of technical assistance to the Family Law and Domestic Violence Legislative Reform Project piloted by the Eastern Carib…
Abstract
This paper examines the means to incorporate the use of market signals through prices into water resources management with the objective of improving efficiency in the allocation of water. It reviews a vast body of recent literature on tradable resource use rights as well as actual experiences with implementing tradable water rights programmes both in Latin America and in the rest of the world. The issues discussed include the conditions required for a well-functioning water market; the potential strengths and weaknesses claimed for markets as a means of water allocation; the characte…
There is growing consensus that although a solid, balanced macroeconomic base is a necessary condition for development, it is not of itself enough to ensure that development is actually achieved or that its fruits will be enjoyed by the population as a whole. In a series of documents, ECLAC has been defining a coherent agenda of public policy reforms designed to ensure a change in production patterns accompanied by greater social equity. This article seeks to present a summary of this proposal, leaving aside for this reason the underlying diagnosis of the regional situation and the general fra…
The sustainability of development remains an academic concept unless it is linked to clear objectives that must be attained in given territories and to the management processes needed to achieve this. Management of the natural resources located within the area of a river basin is a valuable option for guiding and coordinating processes of management for development in the light of environmental variables. In order to turn environmental policies into concrete actions it is necessary to have suitable management bodies, which are normally very complex. The establishment of such bodies means gener…
The renewed interest sparked by the potential for intraregional cooperation in Latin America and the Caribbean today has been reflected in numerous agreements regarding trade preferences and in attempts to establish free trade areas, customs unions or common markets. The possibility has even been discussed of setting up free trade arrangements on a hemispheric scale. This plethora of proposals inevitably raises a great many questions. What is the reason for this renewed interest? Are the differences between the schemes of today and those of the 1960s and 1970s significant enough to avert the o…

Although the notion of a circular economy (CE) has been conceived and debated for more than half a century
(Henrysson and Nuur, 2021), it has gained considerable popularity in the lexicon of economists, ecologists and
other development thinkers over the past two decades. The increasing evidence of the existential threat of
human-induced climate change and the related imperatives of decarbonizing the global economy, have led to greater focus on strategies for a more sustainable use of the natural and environmental resource base.…
