This document takes up a number of the points raised in the 2005 report by ECLAC and other UN agencies on the Millennium Development Goals (MDGs) in Latin America and the Caribbean. It provides further discussion on the type of problems and challenges facing the region in five areas that are either included in the MDGs or closely related to them (poverty, hunger and child malnutrition, education, health and children). The document makes recommendations for the region's governments and countries in these five areas.…

This book compiles and adapts different chapters written by the author during the last decades on the topic of Caribbean development. On the one hand, the document provides the reader with the opportunity to travel in time acknowledging the evolution of academia, paradigms, and frameworks regarding the Caribbean. On the other hand, it shows the reader how many of the action plans and strategies suggested through the years are still relevant and how many of the challenges and structures of Caribbean nations have not changed radically over the years, once again stressing the urgent need for acti…

Ibero-America is living through promising times in terms of the relation between youth and development. The signs are well known, and this report provides an unprecedented compilation of evidence confirming them. The region's youth today have more years of education on average than adults, and the gap is even more favourable for youth in terms of access to new communication technologies, information and knowledge. The population dynamic indicates that the coming years will see a reduction in the proportion of young people in the overall population in most Ibero-American countries, and thi…
Introduction The social agenda is long-term in nature, in the sense that poverty alleviation along with a better distribution of income, wealth and opportunities are long-term goals. A sound macroeconomic policy, on the other hand, has to do largely with the consistent management of short-term policy instruments pursuing a sustainable and predictable pace for aggregate economic variables and major prices (wages, inflation, interest rates and exchange rates). In spite of the different arena and rationale in which they play, there are strong links between the two. First and most obvious,…

The profound transformations undergone by the economies of Latin America and the Caribbean in recent decades have combined with a massive increase in the number of economically active women to produce significant changes in the labour market. Nonetheless, the indicators used to measure and describe this market have remained unchanged, despite the fact, which it is important to bear in mind, that they were designed for circumstances distinct from today's, with different participants and requirements in policy terms.
Although the importance of measuring the share in economic activity accoun…

In this digitally transforming world, digital inclusion is becoming increasingly important to social inclusion and sustainable development. Affordable access to broadband is an essential precondition to digital inclusion. Internet quality, as measured by speed and other indicators, is also important, as digital inclusion is ultimately about ensuring equal access to the benefits and opportunities offered by digital technologies and the Internet. This policy brief provides insight into Internet speed and affordability across the Caribbean, and offers some recommendations for policymakers working…
Recently, Latin American countries have had to face the challenges of improving social inclusion and economic redistribution while consolidating democratic institutions after long periods of authoritarian regimes in many of them. Addressing pressure for social inclusion was all the more difficult, since these societies are characterized by some of the worst income disparities in the world and high degrees of labor market informality.
After the 70’s, the massive explosion of social demands in the transition to democracy transformed the region into a social laboratory aiming to promote social in…

The chronic inequality that characterized Latin America and the Caribbean has its roots not only in the region’s history but also in a pattern of development and modernization that perpetuated the socio-economic gaps. Very recently, however, the region experienced a period of sustained growth between 2003 and 2008, in which the indicators of poverty, indigence and even concentration of income improved, breaking, although for a short period, the so-called “empty box” of Fernando Fajnzylber. It is well known that the state can promote greater social equity through more effective public policies.…

Abstract The author examines the pension systems of Bolivia and Antigua in the context of non-contributory pensions around the world, concluding with policy lessons. Universal pensions available to everyone of eligible age, regardless of income, assets or employment history, have many advantages over targeted pensions. If targeting is desired, it is best done with ex post recovery from other income rather than ex ante means tests. For reasons that are unclear, governments almost always prefer ex ante tests to ex post controls for noncontributory pensions, even though the reverse is tr…
The member countries of the Economic Commission for Latin America and the Caribbean (ECLAC) have called for an integrated approach to development. Despite making significant macroeconomic progress in the 1990s, the Latin American economies reached the end of the decade with relative poverty levels above those of 1980, while labour market conditions have worsened in most countries. To achieve development with equity, it is essential to apply a gender perspective to public-policy formation, as a technical-analytical instrument to accompany the overall ethical-political goal. For the United Nati…
