Latin America and the Caribbean is mired in a decades-long growth trap, and further hampered by global and regional conditions that limit the space for macroeconomic policies to spur economic growth in the region. The results of the Economic Survey of Latin America and the Caribbean, 2024 reveal weaker job creation, especially in the formal sector, with young people, women, older persons, migrants and rural dwellers among the most likely to be informal workers. In addition, an intensification of climate change effects will drastically reduce the number of jobs created in the medium term if mit…

This paper examines the genesis and evolution of debt and debt overhang in the Caribbean with individual case studies, to extract lessons and make broad recommendations with regard to appropriate mechanisms and policy measures that can be implemented to reduce the debt burden of the subregion. The econometric model utilized in the paper has shown that a one percent increase on debt to GDP ratio causes a 0.015decline in real GDP growth for the countries in the Caribbean panel, suggesting that debt has a pernicious effect on growth on Caribbean economies. What is even more worrisome was that Car…

The economies of the subregion were hard hit by the COVID-19 pandemic, particularly those dependent on tourism. As a result, the Caribbean has seen a reversal of the hard-won gains achieved in growing their economies and reducing unemployment and inequality. The inflation stemming from pandemic supply chain disruption, which has been exacerbated by the war in Ukraine, has made the sustained uptick in economic performance beyond pre-pandemic levels unlikely, notwithstanding strong growth estimates for 2021 and 2022. The last two years have taught the region that continued ‘business as usual’ is…

Excellencies, academic staff, ladies and gentlemen,
This is my first time in the Caribbean and it is a pleasure to be in Port of Spain and especially at the celebrated University of the West Indies, St. Augustine Campus.
Today, the Caribbean, like Latin America, is facing a future fraught with challenges and uncertainty. It is unclear whether the models and strategies that have d…
Based on the proposed lines of action from the 2016 regional summit in Honduras, and as requested by the finance minister of said country, in coordination with Secretary of Finance (SEFIN) General Directorate for Public Investment and the Mexico Subregional Headquarters of ECLAC, this course was held as a means to increase the robustness of projects, the resilience of both institutions and possibly affected populations, and to improve the environmental impact assessment that guarantees their sustainability, it also went over the application and use of international funding available to develop…

In this digitally transforming world, digital inclusion is becoming increasingly important to social inclusion and sustainable development. Affordable access to broadband is an essential precondition to digital inclusion. Internet quality, as measured by speed and other indicators, is also important, as digital inclusion is ultimately about ensuring equal access to the benefits and opportunities offered by digital technologies and the Internet. This policy brief provides insight into Internet speed and affordability across the Caribbean, and offers some recommendations for policymakers working…

This paper analyses the role that Multilateral Development Banks (MDBs) have played in financing development in Latin America and the Caribbean (LAC) and what their role will be in support of the Sustainable Development Goals (SDGs). In a context where multilateralism is severely questioned, donor countries are moving their resources away from middle-income countries, and MDBs' lending represents a decreasing share of total debt in the region, we show that there is room for MDBs to continue being relevant players.…

This report addresses the main features of the evolution of Caribbean economies during 2008 and, especially, the prospects for 2009 in the context of the ongoing international financial crisis and economic turmoil. As is well known, small open economies, such as those of the Caribbean, are highly influenced by developments in the world economy through a variety of channels of transmission that include international trade, tourist arrivals, remittances, Foreign Direct Investment (FDI) and external financing. The intensity of these effects will depend, among other things, on the fiscal position,…
Guided by an enhanced framework, UNCTAD led data collection field missions, identifying their current and potential external financial options, blockages and impediments to the uptake of innovative financial instruments, as well as the regulatory, institutional, and market-related changes required to encourage these innovations. These efforts culminated in the delivery of climate adaptation and mitigation reports for each country, assessing direct and indirect climate risks and proposing strategies to address these risks and achieve SDGs 17.4 and 13.b and will contribute to the regional d…
