This book is motivated by the emerging rehabilitation of industrial policies as a tool for supporting economic transformation and high rates of growth in developing countries. It argues that underperforming disciples of the Washington Consensus 'market fundamentalism' should learn and practice the art of systemic industrial policies, which requires a medium-long term strategic perspective and intelligent proactive state interventions in markets. However, it also stresses that rehabilitation requires that industrial policies be developed and implemented in a context of home- grown pub…

Global antidumping activity peaked in 2001, with 366 petitions initiated world-wide, and rapidly diminished to just 163 cases in 2007. With the onset of the current major world-wide recession some observers feared that antidumping usage would climb dramatically; however while antidumping activity was up by 28% in 2008 (to 208 cases initiated, according to WTO statistics), the rise was not nearly commensurate with the financial distress, and new antidumping initiations for the first three quarters of 2009 -at 154 cases- are on pace to show little change for the full year compared to the previou…

Introduction Globalization can be defined in terms of the internationalization of production [Goode, 1998, p.125], or in terms of the internationalization of markets [Lloyd, 1998, p. 163]. The former recognizes the fact that even relatively minor products are frequently found to be made with components from several countries. The latter, on the other hand, recognizes that the cross border flows of the products themselves have increased tremendously over the last two decades. This is particularly true in the case of international financial services. This report examines the globalizati…

This book shows how international policy cooperation can be beneficial even in the absence of strong real transmission channels between countries. “Cooperation for learning”, the approach to cooperation we present, works by allowing policymakers to exchange experiences and jointly learn how to address regular common policymaking challenges posed by different types of uncertainty.
Such cooperation is based on the establishment of links between policymakers and other institutions. International organizations like the United Nations can nurture and support such learning networks. In Latin America…
This article seeks to calculate a simple integrated macroeconomic model for the Caribbean subregion. Using a homogeneous data series covering the period from 1980 to 1991 for a sample of 12 countries of the subregion and a relatively simple model with non-conflicting specifications of structural relations, a representative and systematic group of estimates is generated for a given set of parameters, with grouped and individual calculations for the countries.…

Abstract
This document aims to identify characteristics of water institutions which promote the sustainable integration of water, both as a resource and as service, into socioeconomic development. As this does not depend only on formal institutional factors, such as legislation and organizational structure, there are also references to dynamic conditions, such as socioeconomic circumstances and the quality of the administration, summarized in the concept of governance, understood as the capability of a social system to mobilize energies, in a coherent manner, for the sustainable development of…
This article analyses the interrelation between the macroeconomic framework and growth. After reviewing the recent macroeconomic environment, highlighting progress and shortcomings, it focuses on the implications of the existence of gaps between production capacity and its degree of utilization or effective demand; the way in which persistent disparities in this respect affect the speed of expansion of the production frontier is illustrated by examples from the 1980s and 1990s. It then reviews economic policies that affect the degree of proximity between the production frontier and effective d…

Comunicado de prensa
The Economic Commission for Latin America and the Caribbean (ECLAC) has revised downward its economic growth projection for the region in 2015, forecasting a 1.0% increase in the regional Gross Domestic Product (GDP), the United Nations organization said today in a press release.
This revision reflects a global environment characterized by less economic dynamism than what was expected at the end of 2014. With the exception of the United States, industrialized countries have revised their growth estimates downward, and emerging economies continue to decelerate. The region is expected to keep ec…
