The main purpose of this paper is to explore and analyze the contributions that publicprivate
partnerships and public policy have made in the development of tourism in the Caribbean
as tools for enhancing competitiveness in the Caribbean tourism industry. The paper explores
these contributions mainly in the context of the upgrading strategies that Caribbean countries

Preface In Latin America and the Caribbean, the idea of social cohesion has emerged as a response to persistent problems which, despite certain achievements over the past few years, continue to exist: high indices of poverty and indigence, the extreme inequality that characterizes our region and various forms of discrimination and social exclusion dating back to the distant past. The actors that might potentially be capable of fostering positive interaction lack a common set of principles of cooperation and communication. While there are usually many reasons for these gaps, the frail m…

Social protection was the core of the Thirty-first Session of the economic Commission for Latin America and the Caribbean (ECLAC);, held in Montevideo in March 2006The discussions focused on the need for a new approach to social protection, given the structural changes the region is experiencing. It was suggested that this approach should be the result of a new rights-based social covenant, in which social rights are seen as the normative horizon, and existing inequalities and budgetary restrictions are the limiting factors to be addressed (ECLAC, 2006a);.…

At present, Latin America is in a paradox, as the effects of both extremes of poor nutrition, obesity, and undernutrition, are present simultaneously in a region where the food supply is much greater than it has been historically and in most cases exceeds the population's dietary energy requirements. The prevalence of undernutrition is not a mere accident in the region, but a reflection of huge disparities in income and the lack of priority given to food and nutrition issues on the countries' political agendas. Aside from …
