Abstract

This document, Guidelines and action plan for mainstreaming the gender perspective in international development cooperation in Latin America and the Caribbean, is intended as a guide and a conceptual and methodological tool for orienting and promoting gender mainstreaming in the different phases, processes and modalities of international development cooperation (see diagram 1) and thus, it is hoped, contributing to efforts to overcome the development challenges faced by the region and strengthening regional efforts to achieve gender equality. 

This document was prepared between 2024 and 2025 following a review of existing policies, guidelines and tools. The necessary information was obtained via a request to ECLAC member States and bilateral consultations with various international organizations about the different tools used and examples of practices worth pursuing in the effort to mainstream the gender perspective in international development cooperation. The partner countries of the triangular cooperation project “Strengthening feminist foreign policy and feminist international cooperation through a community of practice between Chile, Colombia, Mexico, Germany and ECLAC” also contributed significantly to the production of these guidelines.
