Latest Round of Negotiations to Reach a Regional Agreement on Environmental Matters Will Take Place in Santiago, Chile

Environmental Justice, defenders of the environment and regional cooperation will be at the center of the negotiations.

Government representatives from the 24 countries in the region that are negotiating a regional agreement on access to environmental information, participation and justice (Principle 10 of the Rio Declaration on Environment and Development) will gather at the headquarters of the Economic Commission for Latin America and the Caribbean (ECLAC) in Santiago, Chile, to continue negotiations on an unprecedented legal instrument in this area.

The Eighth Meeting of the Negotiating Committee of the Regional Agreement on Principle 10 will take place from November 27 to December 1 at the United Nations organization’s headquarters. It will be inaugurated on Monday, November 27, at 9:30 a.m. by Patricia Madrigal, Costa Rica’s Deputy Environment Minister, and Marcelo Mena, Chile’s Minister of the Environment, Co-chairs of the Negotiating Committee; Danielle Andrade and Andrea Sanhueza, elected representatives of the public; and Alicia Bárcena, ECLAC’s Executive Secretary (in a video address).

At this eighth gathering, delegates and representatives of the public will continue negotiating substantive aspects of the regional agreement, based on the seventh version of the text compiled by the Presiding Officers of the process (the Technical Secretariat of which is held by ECLAC), which includes the language proposals made by countries at the previous meeting held in Buenos Aires, Argentina, last July and August.

In the framework of this round, a side event will also be held on Monday, November 27 on good practices for relations between governments and civil society on the agendas of climate change and the environmental sustainability of development in Latin America and the Caribbean. It is organized by the Inter-American Development Bank (IDB), ECLAC and Fundación Avina.
