Countries of the Region will Assess Progress and Challenges to the Exercise of Human Rights by Older Persons

Paraguay will host the fourth Regional Intergovernmental Conference on Ageing and the Rights of Older Persons in Latin America and the Caribbean, to be held June 27-30 in Asunción.

On June 27-30, 2017, the fourth Regional Intergovernmental Conference on Ageing and the Rights of Older Persons in Latin America and the Caribbean will focus on the situation of older persons and the exercise of their human rights, bringing together government delegates, civil society organizations, experts on population matters and representatives of United Nations organizations and the Organization of American States.

The Conference is organized by the Economic Commission for Latin America and the Caribbean (ECLAC) and the government of Paraguay through its Ministry of Public Health and Social Welfare and its Ministry of Foreign Affairs.

The meeting is taking place within the framework of the third cycle of the review and appraisal of the Madrid International Plan of Action on Ageing. Its chief aim is to assess the progress made toward fulfilling the commitments embraced by ECLAC’s member countries under the San José Charter on the Rights of Older Persons in Latin America and the Caribbean, adopted during the third Regional Intergovernmental Conference on Ageing held in May 2012 in Costa Rica.

The Conference will also seek to identify key actions for expanding the protection of the human rights of older persons in the next five years, specifically those that facilitate the implementation of the Inter-American Convention on Protecting the Human Rights of Older Persons.

During the Conference, ECLAC will present the position paper Challenges to the Autonomy and Interdependent Rights of Older Persons prepared by the United Nations regional organization’s Latin American and Caribbean Demographic Center (CELADE)-Population Division.

The paper, which will serve as the basis for the debates during the meeting, documents the main progress, limitations on and challenges to the exercise of human rights by older persons in the region and in the world.

During the Conference, delegates will also identify key actions to implement over the next five years, specifically those that seek to reinforce national capacities to respond to the chief challenges and emerging issues concerning older persons.

Furthermore, the main conclusions will be presented along with the priority spheres of action for the creation of an instrument on older persons’ rights at the United Nations and the implementation of the Inter-American Convention on Protecting the Human Rights of Older Persons.
