The Survey asserts that the rights of access to information, participation and justice are key to tackle inequalities and build climate change resilience strategies. These rights not only ensure that the environmental problems affecting disadvantaged groups and vulnerable communities are adequately addressed but also that policy decisions take into consideration the needs of those groups.

In his last report submitted to the United Nations General Assembly, dated 3 August 2016 (A/71/281), the Special Rapporteur on the situation of human rights defenders refers to the dangers faced by the defenders to a safe and healthy environment. In view of the situation in the region, the Special Rapporteur urges negotiating parties in Latin America and the Caribbean to expedite the conclusion of the regional agreement on Principle 10.

During the third meeting of the negotiating committee of the regional agreement on access to information, public participation and access to justice in environmental matters in Latin America and the Caribbean, that took place in Montevideo, Uruguay, from 5-8 April 2016, Grenada signed on to the Declaration on the application of Principle 10.

Gathered in Cartagena de Indias (Colombia) from 28 to 31 March 2016, on the occasion of the XX Meeting of the Forum of Ministers of Environment of Latin America and the Caribbean, the Ministers and Delegation Leaders reaffirmed that it is essential to promote the complete implementation of Principle 10 of the Rio Declaration, in line with the reality and national legislation, for which it becomes fundamental the strengthening of international cooperation and the creation of capacity in the countries of the region.

La 21ª Conferencia de las Partes de la Convención Marco de las Naciones Unidas sobre el Cambio Climático (COP 21) celebrada en París (Francia) entre el 30 de noviembre y el 11 de diciembre de 2015, concluyó con la adopción de la Decisión y del Acuerdo de París. Dicho acuerdo regirá a partir de 2020 y pretenderá mantener el aumento de la temperatura global muy por debajo de los 2°C, aumentando la capacidad de adaptación a los efectos adversos del cambio climático y promoviendo la resiliencia al clima y un desarrollo con bajas emisiones de carbono.
