Se fundamenta en políticas públicas para la intervención en la pobreza, las desigualdades estructurales de la región y sus nuevos desafíos. Fue aprobada en 2019 durante la Tercera Conferencia Regional sobre Desarrollo Social de América Latina y el Caribe que congrega a los Ministros, Ministras y Altas Autoridades de Desarrollo Social de la región.
