ECLAC, the International Academic Network for Open Government and UNAM Organize the 3rd International Congress on Open State and Governance

The Economic Commission for Latin America and the Caribbean (ECLAC), the International Academic Network for Open Government (RAGA Internacional) and the National Autonomous University of Mexico (UNAM) announce that the Third International Congress on Open State and Governance will be held on October 28-30, 2026 at the UNAM University Campus in Mexico City.

This event is a gathering space for representatives of academia, national and local governments, civil society, the private sector and multilateral organizations where they can present and discuss their research, results and reflections regarding the Open State, with a view to strengthening transparency, civic participation and public innovation in Ibero-America.

The activity also seeks to promote the creation of multisectoral collaboration networks between academics, professionals from distinct disciplines and other actors, facilitating the exchange of ideas and the generation of synergies to fuel significant gains in the field of the Open State and the governance of Ibero-American societies, from an inclusive and sustainable viewpoint.

The 3rd International Congress on Open State and Governance – which will be run by RAGA México, the UNAM Humanities Coordinator’s Office and UNAM’s University Program on Government – will be held using a hybrid format and will be focused on four themes: 1) Open State and Human Rights; 2) Ethical Governance of Technology; 3) Crisis of Democracy and Global Challenges; and 4) Integrity and Good Government.

An official call will be made in the coming weeks for the presentation of papers and panels, and detailed information will be provided regarding participation modalities, the academic calendar and special activities. All this information will be published on: www.congresoestadoabierto.com 

The first edition of the Congress was held in 2024 at the National University of Costa Rica, co-organized with that institution, while the second edition took place in 2025 in Vitoria-Gasteiz, Basque Country (Spain), co-organized with Political Watch. On that occasion, there were 450 participants and 250 speakers, which reflects the academic world’s and institutions’ growing commitment to the promotion of the Open State and the consolidation of a new governance based on transparency and participation.

In the framework of this last gathering, two ECLAC publications were officially launched: the 2022 and 2024 editions of Selection of academic sector best practices: Promotion of the Open State for sustainable development in Latin America and the Caribbean, aimed at identifying and sharing innovative experiences with transparency, participation and sustainability.
