Ageing and the protection of human rights: Current situation and outlook
AbstractThe use of a human-rights-based approach to the analysis and interpretation of age-related issues has marked a paradigm shift with regard to a stage of life that has traditionally been associated with a wide range of unmet needs, and the United Nations has made an extremely valuable contribution to this change. In the case of older persons, however, there is no legally binding instrument that protects their rights, as there is for other groups that are subject to discrimination. In order to remedy this situation, the extremely disparate norms that now exist will have to be consolidated…

Appraisal and conclusions from the 1994-2009 review of the implementation of the Cairo Programme of Action in the Caribbean
The countries of English- and Dutch-speaking Caribbean have made significant progress in its economic and human development. Most governments have implemented programs and policies of social protection for vulnerable groups of the population, but its sustainability could be jeopardized because of the global financial crisis. Population ageing in the Caribbean: a four country study

Changing population age structures and their implications on socio-economic development in the Caribbean
Social protection was the core of the Thirty-first Session of the economic Commission for Latin America and the Caribbean (ECLAC);, held in Montevideo in March 2006The discussions focused on the need for a new approach to social protection, given the structural changes the region is experiencing. It was suggested that this approach should be the result of a new rights-based social covenant, in which social rights are seen as the normative horizon, and existing inequalities and budgetary restrictions are the limiting factors to be addressed (ECLAC, 2006a);.…

Shaping the future of social protection: access, financing and solidarity
Since the early 1990s, ECLAC has been advocating a new development paradigm that is better suited to a globalized world of open economies. While retaining the Commission's longstanding focus on seeking out positive synergies between economic growth and social equity as part of a productive modernization process, this paradigm also underscores the importance of enhancing competitiveness, preserving macroeconomic balances and strengthening a participatory and inclusive democratic political system. The idea at the core of this proposal is that the Lati…
