Expert survey on priorities for the information society in the Caribbean

An on-line survey of experts was conducted to solicit their views on policy priorities in the area of information and communication technologies (ICT) in the Caribbean. The experts considered the goal to “promote teacher training in the use of ICTs in the classroom” to be the highest priority, followed by goals to “reduce the cost of broadband services” and “promote the use of ICT in emergency and disaster prevention, preparedness and response.” Goals in the areas of cybercrime, e-commerce, egovernment, universal service funds, consumer protection, and on-line privacy rounded out the top 10. This paper will contend that the post-2015 development agenda presents a major opportunity for Caribbean countries to reverse decades of lagging economic performance and make the transition to balanced, holistic, and people-centred growth and development. Information and communication technologies for disaster risk management in the Caribbean

This paper examines the role of information and communications technologies (ICTs) for disaster risk management (DRM) with a specific focus on the Caribbean. The study included the review of literature and case studies, as well the administration of a survey instrument that collected the feedback of 13 regional national DRM agencies. Belize: Macro socio-economic assessment of the damage and losses caused by tropical depression 16

Tropical Depression 16 (TD16) crept up on disparate populations in Belize over a period 8-16 October 2008. TD16 struck less than five months after the first named tropical storm of the 2008 Atlantic season, Arthur. The storm had been forecasted to dump up to 10 inches of rain over Belize and up to 15 inches in isolated areas. Arthur had devastating effects on Belize, particularly the southern regions where bridges collapsed and lives were lost. It was in the aftermath of such devastation that Belize faced TD16.
