Policy Brief: Incorporating the United Nations Fundamental Principles of Official Statistics in Caribbean national statistical legislation
The United Nations Fundamental Principles of Official Statistics (UNFPOS) are considered the basic framework that National Statistical Systems (NSS) must observe in order to produce high quality, independent statistics that support informed decision-making and public confidence in government. The UNFPOS were first adopted in 1994 by the United Nations Statistical Commission. These principles were subsequently endorsed by the United Nations Economic and Social Council (ECOSOC) in 2013 and the United Nations General Assembly in 2014. Statistical laws in the Caribbean have lagged in incorporating…

Addressing capacity gaps in the production of the SDG indicators in the Caribbean
The Global Sustainable Development Goals (SDGs) Indicator Framework is endorsed by the United Nations Statistical Commission as the monitoring mechanism for the 169 targets and more than 230 indicators of the SDGs. Reporting of these indicators will pose a formidable challenge to the Caribbean given the statistical capacity of countries of the subregion. The results of an ECLAC survey show that only three of the eleven countries that participated reported having the capacity to produce at least 50 per cent of the indicators. The capacities of National Statistical Offices will need to be signif…

Preliminary overview of the economies of the Caribbean 2016-2017
The Preliminary Overview of the Economies of the Caribbean analyzes in its 2016-2017 edition the economic performance of the region throughout 2016, the international context and macroeconomic policies implemented by countries, while also providing an outlook for 2017. The Caribbean recorded economic growth of only 0.8 per cent in 2016 but growth is expected to rebound to 2.4 per cent in 2017. The poor performance observed in 2016 was primarily due to a 3.7 percent contraction in the goods producing economies, which were hard hit by the decline in commodity prices in general and hydrocarbons i…

Dissemination of Caribbean census microdata to researchers: Including an experiment in the anonymization of microdata for Grenada and Trinidad and Tobago
Caribbean census microdata are not easily accessible to researchers. Although there are well-established and commonly used procedures technical, administrative and legal which are used to disseminate anonymized census microdata to researchers, they have not been widely used in the Caribbean. The small size of Caribbean countries makes anonymization relatively more difficult and standard methods are not always directly applicable. This study reviews commonly used methods of disseminating census microdata and considers their applicability to the Caribbean. It demonstrates the application of st…
