An assessment of the performance of CARICOM extraregional trade agreements: An initial scoping exercise

1 March 2015 | Publication

Despite its active embrace of trade liberalization and the maintainance of relatively open economies, CARICOM trade performance both within the region and extraregionally has been poor. The nexus between bilateral Free Trade Agreements (FTAs), Partial Scope Agreements (PSAs) and preferential trade arrangements, which was intended to assist in compensating for the small size of domestic and regional markets, while providing an additional tier of trade and economic integration, has thus far failed to deliver its intended results. This paper makes this conclusion in assessing the performance of t…

Trade and Development Nexus: reflections on the performance of trade in goods under the Cariforum-European Union Partnership agreement a Cariforum perspective

16 December 2014 | Publication

Given the asymmetry in the levels of development and capacity which exist between the EU and CARIFORUM States, the architects of the CARIFORUM-European Union (EU) Economic Partnership Agreement (EPA)1 anticipated the need for review and monitoring of the impacts of implementation. Article 5 and other provisions in the Agreement therefore specifically mandate that monitoring be undertaken to ensure that the Agreement benefits a wide cross-section of the population in member countries. The paper seeks to provide a preliminary assessment of the impact of the EPA on CARIFORUM countries. In so doin…

Preliminary overview of the economies of the Caribbean 2012-2013

1 August 2013 | Publication

In the face of weak global growth in major export markets the Caribbean economies have underperformed. The situation is much more severe among service producers1 which have suffered the decline in tourist arrivals and offshore banking services. The goods producers have benefited from the commodity boom and have tended to show more robust growth. The expectations for 2013 are that growth will be positive in the region with the service producers growing at 1.5per cent and the goods producers at 3.6per cent. This performance will depend heavily on improved performances in the major export markets…

The CARIFORUM-EU Economic Partnership Agreement (EPA): an assessment of issues relating to market access, safeguards and implications for regional integration

26 November 2008 | Publication

The recent collapse of the Doha round once again underscores the tenuous nature of international trade negotiations. Likewise, the Economic Partnership Agreement (EPA) between the CARIFORUM grouping and the European Union (EU) has generated a great deal of discussion and debate over the past several months. What has clearly emerged is the existence of two diametrically opposed views on the impact and usefulness of the agreement. One view has it that the EPA is a major breakthrough in trade relations that will greatly benefit the region. On the other hand, some see it as being detrimental to th…

Review of CARIFORUM-EU EPA in development cooperation and WTO compatibility

10 October 2008 | Publication

The Cotonou Agreement which succeeded the Lomé IV Agreement and was signed in Cotonou in June 2000 established a comprehensive framework to govern social, economic and political relations between the Africa, Caribbean, Pacific (ACP) grouping and the European Union (EU). The European Commission (EC) recently tabled a Green Paper on the future relations between the European Union (EU) and the Overseas Countries and Territories (OCTs). The Commission will hold an online consultation covering the issue from 1 July to 17 October 2008. This remains without prejudice to a possible revision of the OAD before the end of…

Trade liberalisation, trade performance and competitiveness in the Caribbean

6 September 2007 | Publication

This study provides an analysis of links between trade liberalisation, trade performance and competitiveness in the Caribbean. The study takes an eclectic approach, borrowing from different strands of theory and empirical findings, where necessary. Nevertheless from a broad conceptual frame of reference, an effort is made to analyse the structural, institutional and market (demand and supply); factors that impinge on trade performance and competitiveness outcomes in the region. This approach, it is believed, provides the most relevance for analysing the real world situation in the Caribbean,…
