Infrastructure
La transformación de los servicios de infraestructura representa una condición sine qua non del cambio estructural progresivo planteado por la CEPAL, porque la provisión insuficiente, ineficiente e insostenible de estos servicios de infraestructura representa uno de los factores que causan los desequilibrios estructurales que marcan la región. Para lograr este cambio, se hace preciso un cambio profundo de cómo se diseña, se financia, se implementa y se usa la infraestructura en la región, lo que implica el cambio de la gobernanza misma del sector, es decir, en el conjunto de procesos tanto de toma de decisiones en el ámbito de la infraestructura como de la implementación de dichas decisiones, en los cuales actúan los mecanismos, procedimientos y reglas establecidas formal e informalmente por las instituciones.
