Las mediciones y clasificaciones de las ciudades inteligentes suelen pasar por alto factores clave como el tamaño, la población y la tradición económica, lo que lleva al establecimiento de objetivos poco realistas al comparar ciudades con historias diferentes con puntos de referencia inalcanzables.
