ECLAC Launches Collaboration with Honduras to Strengthen Resilient Power System Planning

The Economic Commission for Latin America and the Caribbean (ECLAC) has launched a key technical assistance initiative with the Secretariat of Energy of Honduras. This collaboration aims to strengthen resilient power system planning in the country, applying the methodology developed by ECLAC.

The first virtual meeting, held on June 19, marked the official launch of this process. It gathered 40 representatives from various Honduran institutions linked to the energy sector, including the National Electric Power Company (ENEE), the Secretariat of Natural Resources and Environment (SERNA), the National Dispatch Center (CND), the Electricity Regulatory Commission (CREE), and the Secretariat of Energy. The main objective was to present ECLAC’s “Methodology for Resilient Power System Planning in Latin America and the Caribbean,” which provides a conceptual framework to address the challenges posed by climate change and extreme weather events to power systems.

During the session, the three fundamental pillars of the methodology were presented: Pillar 1 – Proactive power system planning to prepare for extreme events; Pillar 2 – Design of emergency response and rapid recovery protocols; Pillar 3 – Adaptation and learning processes to prevent future disruptions based on past experiences. An open discussion followed, allowing participants to ask questions and share comments.

ECLAC’s proposed approach seeks to strengthen the country's institutional capacity to incorporate resilience criteria into energy planning processes, contributing to a more robust, sustainable, and inclusive energy development pathway.

This joint effort between ECLAC and the Secretariat of Energy of Honduras marks the first step in a cooperation process that will continue over the coming months. The initiative is aimed at improving analysis tools and decision-making capabilities in the Honduran power sector, in alignment with international best practices and the country’s commitments to sustainability and climate change adaptation.
