In a decisive step towards the construction of more robust public policies, the Legislature of the Province of Córdoba (Argentina), in collaboration with the Economic Commission for Latin America and the Caribbean (ECLAC) and the Córdoba Strategic Planning Council (COPEC), held a second session on Friday, March 13, to promote the course on population ageing policies in Latin America and the Caribbean. The initiative, framed within the activities of ECLAC's Network of Parliamentary Committees of the Future, aims to provide parliamentarians and technical teams with tools to address population ageing.

The event, which was held in a hybrid format, featured the participation of prominent local political figures. The opening was led by Emilio Graglia, President of COPEC; Martín Álvarez, Director of Training and Extension of the Legislature of Córdoba; and Paulina Pizarro, economist and researcher at the Office of the Deputy Executive Secretary of ECLAC, who highlighted the strategic value of foresight and this inter-institutional alliance. The keynote presentation was given by Javier Vitale, a specialist in foresight and strategic planning. In his presentation, titled "Anticipatory Governance and Local Legislative Foresight," Vitale explained how foresight—understood as a "systematic and organized questioning about futures"—ceases to be a mere technical tool to become a fundamental strategic discipline. “In a context of an era of change and a great transition towards 2030/2050, public institutions need new response capacities. Foresight allows us to socially construct futures, manage uncertainty, and make better decisions in the present,” Vitale stated.

The meeting allowed for reflection on concrete foresight experiences already developed in the province. Studies such as the technological-occupational foresight of the agricultural machinery sector to 2035, the water foresight of the Jesús María and Pinto river basins, and the prospective vision of the agro-productive systems of central Córdoba were highlighted. These cases, as explained, demonstrate the importance of collective intelligence and the shared construction of futures through multi-stakeholder articulation. This initiative consolidates a space for linkage between the legislative branch and ECLAC's Network of Parliamentary Committees of the Future, which drives innovative proposals for regional challenges, reinforcing Córdoba's commitment to anticipatory governance that allows for the anticipation of risks and opportunities to strengthen democracy.

During the promotional event, all attendees were invited to explore the course “Population Ageing in Latin America and the Caribbean: Challenges and Opportunities,” which is organized into four thematic modules: Demographic trends and population ageing; International framework of public policies on ageing; Public policies on ageing in Latin America and the Caribbean; and Cases of public policies to take advantage of the economic opportunities of ageing. Each module includes audiovisual resources, selected readings, and partial evaluations. The course is especially oriented towards officials, advisors, and technical teams of parliaments.
