Economic policy and climate change: carbon pricing in Latin America and the Caribbean

29 Jan 2025 | Publication

Carbon pricing is one of the public policy options for discouraging production activities and consumption patterns that generate greenhouse gas (GHG) emissions. This study provides an overview of carbon pricing in Latin America and the Caribbean, along with other associated economic policies. It reviews the situation regarding explicit carbon pricing via carbon taxes and emissions trading systems and the use of implicit pricing through the inclusion of the social price of carbon in public investment project evaluation procedures. It draws attention to the fact that very little use is being mad…

Medium-term changes in the patterns of internal population movements in Latin American countries: effects of the COVID-19 pandemic

1 Oct 2024 | Publication

The COVID‐19 pandemic has impacted population movement around the world. Existing work has focused on countries of the Global North and restricted to the immediate effects of COVID-19 during 2020. Data have represented a major limitation to monitor changes in mobility patterns in Latin American countries. Drawing on aggregate anonymised mobile phone location data from Meta‐Facebook users, we aim to analyse the extent and persistence of changes in the levels (or intensity) and spatial patterns of internal population movement across the rural-urban continuum in Argentina, Chile and Mexico over a…

Scaling up circular economy initiatives in Latin America and the Caribbean

22 Dec 2023 | Publication

This document analyses the possibility of scaling up the potential of the circular economy through financial instruments in Latin America and the Caribbean. Methods for measuring internal migration and its sociodemographic effects, focusing on use of censuses and migration matrices

20 Nov 2023 | Publication

This document discusses the difficulties of measuring internal migration and examines the use of the migration module of population censuses to build migration matrices. Different ways of interpreting the intensity of internal migration are outlined and the corresponding existing indicators are explained. Four direct sociodemographic effects of internal migration —growth, redistribution, composition and inequality— are then described, along with the measurement procedures and indicators for all four. Selectivity of migration and indirect measurement of migration are also discussed. The last po…

Inclusion and urban mobility with a human-rights and gender-equality approach: a policy instrument analysis and identification framework for the development of sustainable urban mobility systems in Latin America

5 Jan 2023 | Publication

The quality of life, well-being and enjoyment of rights by people who live in and around cities are closely linked to urban mobility. From that perspective, how can we ensure that policies implemented in mobility systems and other related sectors adopt a human rights and gender approach? This document addresses urban mobility from a social perspective in which human rights, the gender approach and the social inequality matrix converge. The objective is to identify policy areas and instruments that favour universal enjoyment of human rights and prevent their violation in urban mobility systems …

Use of the damage and loss assessment methodology to estimate the effects of the coronavirus disease (COVID-19) pandemic

1 Sep 2022 | Publication

Given the human, social and economic impacts of COVID-19 across the world and the Latin American and Caribbean region, since its onset the Economic Commission for Latin America and the Caribbean (ECLAC) has focused its work agenda on assessing the impact of the pandemic on the three dimensions of sustainable development. To contribute to these efforts, this paper presents the Methodology for the Assessment of Disasters (known as Damage and Loss Assessment – DaLa) developed by ECLAC, and its applicability in the national assessments of the effects of COVID-19. The Commission is therefore making…

Towards the measurement of electromobility in international trade

19 Jul 2022 | Publication

This document, which was prepared as part of a collaborative project between the Economic Commission for Latin America and the Caribbean (ECLAC) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), provides a methodology for disaggregating electric and conventional buses into their parts, in order to analyse international trade flows in electromobility components. The vectors developed are based on the 2017 version of the Harmonized Commodity Description and Coding System and include all parts needed to build electric or conventional (diesel) buses. The vectors capture global tra…

Towards the measurement of electromobility in international trade: An interactive online dashboard

14 Jul 2022 | Publication

The dashboard presented here was developed in the framework of a collaboration project between ECLAC and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) on electromobility in Latin America. The dashboard represents the visualization of a methodology proposed for analysing trade flows in electric bus components in Latin America and worldwide in order to evaluate the productive capacity of Latin American countries in this area. The required components have accordingly been disaggregated into three levels: processed and semi-processed components and raw materials. The dashboard capt…

Corporate governance in Latin America and the Caribbean: Using ESG debt instruments to finance sustainable investment projects
